External Evaluation Consultancy for the JSB 2024 Humanitarian SRHR Project by the International Planned Parenthood Federation

The International Planned Parenthood Federation (IPPF) has opened a consultancy opportunity for an external evaluation of its Japan Supplementary Budget (JSB) 2024 Project. This assignment focuses on assessing a humanitarian programme implemented across Afghanistan, Lebanon, and Yemen.
The consultancy is designed for experienced evaluators with a background in humanitarian or development programmes, particularly in sexual and reproductive health and rights (SRHR). Applications are due by 20 April 2026, and the evaluation is expected to run from early May to the third week of June 2026.
Background of the JSB 2024 Project
The JSB 2024 Project was funded by the Government of Japan and implemented between March 2025 and February 2026. With a total budget of USD 1.65 million, the initiative aimed to strengthen access to essential, life-saving SRHR services in fragile and crisis-affected settings.
The project was delivered through IPPF’s network of Member Associations, focusing on populations most affected by conflict and instability. It emphasized improving maternal and child health (MCH), preventing and responding to sexual and gender-based violence (SGBV), and expanding access to youth-friendly services.
Aligned with global humanitarian standards such as the Minimum Initial Service Package (MISP), the programme also supported Japan’s human security priorities by promoting dignity, protection, and empowerment among vulnerable communities.
Purpose and Objectives of the Evaluation

All reports should be concise, analytical, and supported by clear visuals such as charts and tables.
Required Qualifications and Experience
The consultancy requires a highly skilled evaluator or team with demonstrated expertise in humanitarian evaluations.
Essential Qualifications
- Advanced degree in public health, social sciences, or related field
- Minimum of 5 years’ experience in programme evaluation
- Strong knowledge of OECD-DAC evaluation criteria
- Experience working in fragile or conflict-affected settings
- Proficiency in both qualitative and quantitative research methods
Desirable Skills
- Familiarity with SRHR and SGBV programming
- Knowledge of MISP standards
- Experience with IPPF, UN agencies, or INGOs
- Understanding of the socio-political contexts in the target countries
- Strong report writing and presentation skills in English
