CIVICUS is seeking an experienced Impact and Accountability Officer (EU Projects) to join its global team in a fully remote position open to candidates worldwide. This exciting full-time opportunity is ideal for monitoring, evaluation, accountability, and learning (MEAL) professionals with experience managing European Union-funded projects and a passion for strengthening civil society and human rights initiatives.

The successful candidate will play a key role in developing and implementing high-quality MEAL systems that support evidence-based decision-making, organizational learning, and accountability across international development programmes. About the Role

The Impact and Accountability Officer (EU Projects) will work closely with the Impact and Accountability Cluster Lead, Hivos’ MEAL focal point, and consortium partners to develop and manage Monitoring, Evaluation, Accountability, and Learning systems for major European Union-funded programmes.

The position will ensure compliance with EU grant requirements while promoting data-driven learning, organizational accountability, and continuous improvement throughout project implementation.

The successful candidate will also support knowledge management initiatives, promote adaptive management practices, and strengthen data literacy across CIVICUS and its partner organizations.

Key Responsibilities

Responsibilities include:

• Develop and implement MEAL systems aligned with EU donor requirements.
• Monitor project performance and ensure high-quality reporting.
• Analyze quantitative and qualitative data to support decision-making.
• Strengthen organizational learning and accountability practices.
• Coordinate monitoring and evaluation activities across consortium partners.
• Produce reports and recommendations based on project evidence.
• Promote data analytics, automation, and advanced data management techniques.
• Support knowledge-sharing and learning initiatives.
• Ensure compliance with ethical data management and GDPR principles.
• Contribute to adaptive management and continuous programme improvement.

Required Qualifications

Applicants should possess:

• A Bachelor’s degree in Monitoring and Evaluation, Statistics, Economics, Data Science, Computer Science, International Development, Development Management, or a related discipline.
• A Master’s degree is strongly preferred.
• At least five years of professional MEAL experience.
• Minimum three years supporting European Union or other major donor-funded programmes.
• Fluency in English.
• French, Spanish, or Arabic language skills are considered an advantage.
