Girl Effect: Request for Proposal Prequalification of Individual Consultants Monitoring, Evaluation, Research, and Learning (MERL) – Apply by 19 January 2026

Girl Effect has released a global Request for Proposal (RFP) to prequalify individual consultants with expertise in Monitoring, Evaluation, Research, and Learning (MERL). This open call invites qualified professionals worldwide to join Girl Effect’s MERL consultant roster, which will be used to support future MERL projects across Kenya, India, Ethiopia, Nigeria, South Africa, and Tanzania.

About Girl Effect

Girl Effect is an international non-profit organization that creates media and digital platforms designed specifically for adolescent girls. Its work spans chatbots, television dramas, chat shows, and technology-enabled platforms that provide trusted, relevant information on health, education, nutrition, relationships, and livelihoods.

Through safe and inclusive spaces, Girl Effect empowers girls to:

  • Build confidence and critical life skills
  • Challenge restrictive gender norms
  • Make informed decisions about their bodies, education, and futures

Purpose of the MERL Roster

The Evidence and Insights department at Girl Effect is seeking to establish a pre-qualified roster of individual MERL consultants. The purpose of this roster is to:

  • Create a diverse pool of high-quality MERL expertise
  • Streamline procurement and contracting processes
  • Enable rapid engagement of consultants for upcoming projects
  • Support complex social and behavioral change programming

Consultants selected for the roster will be considered preferred vendors for a minimum of two years and may be invited to submit proposals for specific assignments on an as-needed basis.

Scope of Work

Selected consultants may be engaged to deliver a range of MERL services, including but not limited to:

Evaluation

  • Baseline, midline, and endline studies
  • Randomized controlled trials and quasi-experimental designs
  • Theory-based, contribution-focused, and complexity-aware evaluations

Monitoring

  • Development of MERL frameworks and theories of change
  • Indicator matrices and data collection systems
  • Data analysis, visualization, and reporting

Research

  • Formative research and contextual assessments
  • Literature reviews and evidence synthesis
  • Qualitative, quantitative, and mixed-methods analysis

Learning

  • Facilitation of adaptive management and learning processes
  • Knowledge-sharing workshops and learning reviews
  • Content testing, co-creation sessions, and writer immersion workshops

Specific tasks and deliverables will be defined per project and formalized through individual contracts.

Consultant Eligibility and Profile

To be considered, applicants must meet the following criteria:

  • Experience: Demonstrated experience delivering MERL services, particularly in Ethiopia, Tanzania, India, Kenya, South Africa, and/or Nigeria, with strong collaboration with local researchers and institutions
  • Technical Expertise: Proven capacity in qualitative, quantitative, or mixed-methods research and the ability to translate findings into actionable insights
  • Thematic Expertise: Experience in at least one priority area, including:
    • Social and behavior change programming
    • Sexual and reproductive health and rights
    • Education
    • Mental health and wellbeing
    • Economic empowerment and livelihoods
    • Gender norms and equality
    • Child marriage prevention
    • Vaccination and immunisation demand generation
    • Violence prevention, including GBV and VAC
  • Qualifications: Relevant advanced degrees and professional MERL credentials
  • References: A minimum of three relevant references from MERL projects completed within the past three years
  • Compliance: Ability to meet legal, regulatory, ethical, and safeguarding requirements
  • Financial Capacity: Ability to manage multiple concurrent assignments

Application Requirements

Interested consultants must submit a complete application package (maximum five pages), including:

  • Completed roster pre-qualification form
  • Statement of interest and summary of qualifications
  • Consultant profile and MERL experience
  • Summary of recent MERL projects and client references
  • Description of methodological approach and tools
  • Sample MERL work (redacted if required)
  • Financial proposal outlining standard daily or hourly rates

All applicants must register via the designated link before submitting proposals by email. Only applications submitted through the official process will be reviewed.

Selection Process

Proposals will be evaluated based on:

  • Relevance and quality of past experience
  • Technical approach and methodology
  • Qualifications and demonstrated expertise
  • Cost-effectiveness and value for money
  • Ability to deliver high-quality MERL outputs on time

Technical quality will account for 75 percent of the total score. Only consultants achieving a minimum score of 75 percent will be included in the MERL roster.

Ethics, Safeguarding, and Equity

All consultants must adhere to Girl Effect’s safeguarding, ethical research, and data protection policies. This includes:

  • Securing ethical approvals where required
  • Obtaining informed consent from participants
  • Ensuring confidentiality and secure data storage
  • Completing safeguarding training and compliance checks
