Education Development Center (EDC) is seeking a Gender and Social Inclusion Specialist for a proposed education consultancy supporting the development of Somalia’s National Teacher Professional Development Plan (TPDP). About the Opportunity
EDC is a global nonprofit research and development organization that designs and implements programmes addressing challenges in education, health, and economic opportunity. Through research, training, and strategic support, EDC works with governments and partners to improve learning outcomes and strengthen systems worldwide.
For this consultancy, EDC will support the Ministry of Education, Culture and Higher Education (MoECHE) in Somalia to develop a comprehensive National Teacher Professional Development Plan aligned with:
- The National Teacher Competency Framework (NTCF)
- Somalia Education Act (2023)
- National Transformation Plan 2025–2029
The Gender and Social Inclusion Specialist will ensure that gender equality and inclusion are integrated throughout the teacher professional development strategy.
Key Responsibilities
The specialist will:
- Lead gender and social inclusion analysis for the teacher development assessment.
- Identify barriers affecting female teachers and underserved groups.
- Support inclusive approaches for teacher professional development delivery.
- Provide technical advice on gender-responsive policies and implementation strategies.
- Ensure consultations include diverse stakeholders such as education authorities, teacher associations, training institutions, and community partners.
- Support development of inclusive monitoring tools and gender-sensitive indicators.
- Contribute research findings, recommendations, and technical inputs to project deliverables.
- Ensure education strategies respond to the needs of teachers in rural, nomadic, and conflict-affected communities.
Required Qualifications
Applicants should have:
- A Master’s degree in Gender Studies, Education, Social Science, or a related field.
- Minimum 8 years of relevant professional experience.
- Demonstrated expertise in gender-responsive programme design.
- Experience addressing barriers affecting female teacher participation.
- Knowledge of social inclusion challenges within education systems.
- Experience designing inclusive education or teacher development programmes.
- Experience working on donor-funded projects, especially in fragile or conflict-affected environments.
- Strong written and spoken English skills.
