2026:UN Women Tunisia Seeks Diplomatic and Strategic Communication Specialist

UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women, is inviting applications for a Diplomatic and Strategic Communication Specialist on an international consultancy basis. This home-based role, with travel to Tunis, Tunisia for the delivery of training sessions, offers a unique opportunity to contribute to Tunisia’s diplomatic capacity and enhance the professionalization of institutional communication.

About the Role
The selected consultant will lead the design and implementation of a five-day training program for Tunisian diplomats. The sessions aim to strengthen institutional communication, improve Tunisia’s international image, and equip diplomats with practical tools for negotiation, advocacy, and media engagement. The consultant will work under the supervision of the program coordinator and will be supported by a program officer managing contract and logistical matters.
This role combines strategic advisory responsibilities with hands-on training delivery. The consultant will ensure the alignment of training modules with Tunisia’s diplomatic priorities and international best practices in strategic communication.
Key Responsibilities
The consultant will take charge of all aspects of the training program, including:
- Training Design and Materials
- Develop interactive, practical, and conceptually robust modules covering diplomatic communication, crisis management, public speaking, media engagement, and digital diplomacy.
- Prepare pre- and post-training assessments to measure learning outcomes and impact.
- Training Delivery
- Conduct five in-person training sessions for 24 senior Tunisian diplomats over five days.
- Lead practical simulations, including press conferences, official statements, interviews, and crisis scenarios.
- Strategic Advisory
- Provide guidance on structuring a modern and effective institutional communication system.
- Recommend operational frameworks, communication strategies, and media management techniques tailored to the Tunisian context.
- Offer follow-up recommendations to embed knowledge and ensure sustainability.
- Reporting and Evaluation
- Produce a final report summarizing outcomes, strategic recommendations, and steps for broader implementation across Tunisia’s diplomatic network.

Expected Outcomes
The training program aims to:

By the end of the program, diplomats will be able to design and implement strategic communication initiatives, manage media and public appearances, and defend Tunisia’s positions confidently in various international contexts.
Qualifications and Experience
Candidates should possess:
- Education: Master’s degree in International Relations, Law, Political Science, Communication, or a related field. Additional certifications in diplomacy, strategic communication, or negotiation are an asset.
- Experience: Minimum seven years in diplomatic communication, crisis management, or related consultancy work. Experience with international organizations or national authorities is preferred.
- Languages: Fluency in Arabic and French is required; knowledge of other UN languages is advantageous.
- Skills: Strategic thinking, stakeholder engagement, media management, AI application in communication, and capacity-building expertise.
Contract Details
- Duration: Part-time consultancy, 11 days over two months.
- Location: Home-based with required travel to Tunis for training delivery.
- Timeline: Training materials due by April 23, 2026; training delivery April 27, 2026; final report May 6, 2026.
