The Global Development Network (GDN) is inviting applications for a Technical and Monitoring & Evaluation (M&E) Advisor (Consultant) to support an ambitious development project focused on improving livelihoods, food security and resilience among underserved communities in Uganda. GDN is a public international organisation that supports high-quality, policy-oriented social science research in low- and middle-income countries. Founded in 1999, the organisation is headquartered in New Delhi, India, with additional offices in France and the United States.
The successful consultant will provide technical guidance, mentoring and M&E support to WomenGro Initiative, the Ugandan NGO implementing the Enhancing Livelihoods in Underserved Communities of Uganda project. The assignment forms part of the Global Development Awards Competition and the Japan Social Development Fund Award. The project has received a US$200,000 grant to scale activities that improve livelihoods, food security, productivity and resilience among underserved communities.
Position Details
Job Title: Technical and Monitoring & Evaluation Advisor (Consultant)
Location: Remote; applicants may be based anywhere, although Uganda-based candidates are preferred
Contract: Part-time consultancy, approximately 30 days spread over 24 months
Project Period: November 2026 to November 2028
Maximum Budget: USD 15,000, inclusive of professional fees, travel, accommodation and subsistence
Application Deadline: 30 September 2026.
The advisor will help strengthen project implementation, monitoring and evaluation, sustainability and scalability throughout the two-year project. Responsibilities include providing technical recommendations, supporting project design, advising on quality and sustainability, coaching staff in data collection and analysis, and helping develop an economic modelling framework for assessing project impact. The consultant will also support quality assurance, research coordination, stakeholder engagement and communications.
A major component of the role involves strengthening the project’s M&E systems. The consultant will help define indicators and data sources, validate the M&E framework, advise on digital M&E systems and simple dashboards, review progress reports and assess achievements against agreed objectives. They will also document findings and recommend updates to the M&E approach as the project develops.
About the Project
The project targets food insecurity and poverty affecting underserved urban communities in Uganda, with particular attention to women, young people, teenage mothers and persons with disabilities. Challenges include limited access to land, agricultural inputs, modern farming knowledge and climate-resilient production methods.
Planned activities include resilient farming training, agribusiness and digital literacy, agricultural input distribution, community gardens, seedling production, value addition, market linkages and the use of digital tools for monitoring and adaptive management.
The project aims to train 10,000 farmers, establish three seedling production facilities and five community farms, distribute 30,000 quality seedlings and 2,000 farming kits, connect 4,000 farmers to markets, and train 2,000 community members in digital literacy and online productivity tools. Quarterly M&E reports will track progress, gender-disaggregated data and lessons learned.
Who Should Apply?
GDN is particularly interested in candidates with expertise in agricultural economics, microfinance and agricultural cooperative governance in East Africa, together with demonstrated experience transferring technical knowledge to local NGOs. Applicants should have strong experience in monitoring and evaluation, project management, data collection and analysis, and digital M&E systems and dashboards. Experience supporting NGOs working with underserved or vulnerable communities is also important.
Experience evaluating applied research proposals or working between academic research and grassroots implementation would be an advantage. Previous experience in Uganda or similar interventions is also desirable.
The consultancy requires approximately 30 days of involvement over the full 24-month project. Support may be provided remotely or in person when required, and applications from teams of more than one person are welcome.
Application Requirements
Applicants must submit an updated CV with full contact details, a motivation letter of no more than two pages explaining their suitability, a detailed budget covering the two-year assignment and two references from relevant projects. Shortlisted candidates will be invited to a virtual interview. Incomplete applications will not be considered.
Applications must be submitted through the GDN grant management portal by 30 September 2026. Candidates should consult the official opportunity information for the application process.
This opportunity is particularly suitable for experienced development professionals specialising in M&E, agricultural development, project management, research, data systems and NGO capacity building. Because the consultancy is remote and accepts applicants from anywhere, it may appeal to qualified international candidates with relevant expertise, although Uganda-based applicants are preferred.
