International Planned Parenthood Federation Seeks Consultant to Develop 5-Year Financial Sustainability Strategy and Lead Capacity-Building Workshop

The International Planned Parenthood Federation (IPPF) is seeking an experienced International Consultant to support the development of a 5-Year Financial Sustainability and Resource Mobilization Plan and facilitate a three-day capacity-building workshop for the Mongolian Family Welfare Association (MFWA).

This consultancy opportunity is ideal for professionals with expertise in financial sustainability, fundraising, strategic planning, financial modelling, and organisational development within the non-profit, health, or international development sectors.

The selected consultant will play a key role in strengthening MFWA’s long-term financial resilience by assessing current systems, developing strategic recommendations, and creating practical tools to support sustainable growth.

About the Consultancy Opportunity

The consultancy aims to help MFWA establish a clear financial sustainability pathway through improved resource mobilisation, diversified income streams, stronger financial planning, and enhanced organisational capacity.

The consultant will work closely with MFWA leadership, staff members, Board representatives, service providers, young people, and relevant stakeholders to understand the organisation’s current financial position and future needs.

The assignment will include remote preparation, stakeholder consultations, document reviews, financial analysis, strategy development, and facilitation of a three-day in-person workshop in Ulaanbaatar, Mongolia.

The consultancy is expected to take place over approximately two months, from 1 September to 30 October 2026, with the workshop scheduled for November 2026 or before 10 December 2026.

Key Responsibilities of the Consultant

The consultant will begin by conducting a comprehensive assessment of MFWA’s financial and organisational situation. This will include reviewing strategic documents, financial records, programme information, clinic performance data, and resource mobilisation approaches.

The assessment will focus on:

• Current funding sources and financial risks
• Income and expenditure patterns
• Clinic sustainability and cost recovery approaches
• Organisational capacity and financial systems
• Opportunities for income diversification

Following the assessment, the consultant will develop a comprehensive Five-Year Financial Sustainability and Resource Mobilization Strategy.

The strategy will include:

• Financial sustainability goals and strategic direction
• Resource mobilisation priorities
• Fundraising approaches
• Partnership development opportunities
• Donor engagement strategies
• Reserve-building and cash-flow management approaches
• Financial risk mitigation measures
• Monitoring indicators and review mechanisms

Development of Financial Models and Implementation Plans

A major component of this consultancy will involve creating practical tools that allow MFWA to implement and monitor its sustainability strategy.

The consultant will develop:

• A five-year implementation roadmap
• A detailed first-year action plan
• An editable financial projection model

The financial model will include projections covering:

• Income and expenditure
• Programme and clinic finances
• Operating costs
• Surplus or deficit scenarios
• Cash flow and reserves
• Pricing assumptions
• Conservative, base, and optimistic financial scenarios

These tools will help MFWA make informed decisions and strengthen financial accountability.

Three-Day Capacity-Building Workshop

The consultant will design and facilitate a participatory three-day workshop in Ulaanbaatar, Mongolia.

The workshop will bring together approximately 25 participants, including:

• Board members
• Senior management
• Finance and administration teams
• Clinic staff
• Programme teams
• Youth representatives
• Volunteers
• Other stakeholders

The workshop will focus on strengthening financial understanding and strategic decision-making.

Key sessions will cover:

Day 1: Understanding the Current Financial Position

• Income and expenditure analysis

• Programme and clinic sustainability

Day 2: Exploring Strategic Options

• Income diversification
• Fundraising opportunities

Required Qualifications and Experience

Applicants should have strong experience in financial sustainability, resource mobilisation, fundraising, or organisational development.

The ideal consultant should have:

• An advanced degree in finance, business administration, economics, international development, public health, or a related field
• At least seven years of relevant professional experience
• Experience developing financial sustainability strategies and financial models
• Experience working with non-profit organisations
• Strong workshop facilitation skills
• Excellent analytical and communication abilities
• Excellent written and spoken English

Experience in health programmes, sexual and reproductive health and rights (SRHR), youth programmes, Mongolia, Central Asia, or East Asia will be considered an advantage.
