Pathfinder International is inviting qualified professionals to apply for a Technical Consultant opportunity to support the development of a Digital Investment Case Tool for Women’s Health. This consultancy offers an exciting chance to contribute to strengthening health financing by helping Ministries of Health build evidence-based investment cases for family planning, sexual and reproductive health and rights (SRHR), and primary health care (PHC).
The consultancy will run for six months on a milestone-based contract, requiring approximately 20 working days. The successful consultant will support a pilot project in Kenya or Egypt, with the digital tool designed for future adaptation across countries in the Middle East, North Africa (MENA), and Sub-Saharan Africa.
About the Consultancy
Pathfinder International is developing an offline, Excel-based investment case tool that will enable Ministries of Health to create compelling economic arguments for increasing domestic investment in women’s health.
Designed as a country-adaptable solution, the tool will initially be piloted in Kenya or Egypt before being scaled for use in other low- and middle-income countries.
This consultancy combines health economics, digital tool development, policy advocacy, stakeholder engagement, and government capacity building, making it an excellent opportunity for experienced consultants seeking to make a meaningful impact.
Key Responsibilities
The selected consultant will be responsible for designing, developing, testing, and refining the investment case tool.
Key responsibilities include:
- Designing a six-module Excel-based investment case tool.
- Developing investment calculators and financial modelling features.
- Building customizable dashboards and country data templates.
- Creating user guidance materials and documentation.
- Ensuring compatibility with African Development Bank financing formats.
- Testing and improving the tool based on stakeholder feedback.
Develop Advocacy Materials
The consultant will also prepare advocacy resources that help governments communicate the economic value of investing in women’s health.
Deliverables include:
- A one-page investment brief.
- A Ministry of Finance presentation deck.
- Country-specific economic narratives.
- “Invest vs. Do Nothing” scenario analysis templates.
These resources will support evidence-based decision-making and strengthen investment discussions with government stakeholders.
Support Government Capacity Building
An important component of the consultancy is helping government officials effectively use the investment tool.
Responsibilities include:
- Facilitating pilot workshops.
- Delivering training sessions for Ministry of Health staff.
- Supporting baseline and post-training assessments.
- Revising the tool following user feedback.
- Building the capacity of government teams to use the tool independently.
Qualifications and Experience
Applicants should possess strong expertise in health economics and analytical tool development.
Essential requirements include:
- A postgraduate degree in economics, health economics, public health, or a related field.
- At least five years of experience in health economics.
- Experience working on SRHR and primary healthcare investments in low- and middle-income countries.
- Demonstrated expertise in developing advanced Excel-based analytical or decision-support tools.
- Experience engaging Ministries of Health or Ministries of Finance.
- Excellent technical writing and communication skills.
Consultants based in Kenya or those with demonstrated experience working with Kenya’s Ministry of Health or county health departments are strongly preferred.
Knowledge of Arabic or French and familiarity with African Development Bank financing frameworks are considered additional advantages.
