The Agency for Technical Cooperation and Development (Acted) is seeking a seasoned Business Development Manager to oversee fundraising, partnership cultivation, and strategic positioning across various program locations. This role is pivotal in advancing Acted’s mission to deliver integrated humanitarian, development, climate, and environmental programming while pursuing a “3Zero World”—Zero Exclusion, Zero Carbon, and Zero Poverty.

Role Overview

The Business Development Manager will lead Acted’s efforts in fundraising, strategic partnerships, and donor engagement, with a strong focus on climate finance and investment-oriented collaborations. This role combines technical expertise in proposal development with leadership responsibilities for managing the Business Development Department (BDD) team. The position reports to the Country Director and involves close coordination with program teams, MEAL (Monitoring, Evaluation, Accountability, and Learning), finance, and Acted HQ.

Key Responsibilities

1. Positioning, Business Development, and Fundraising

1.1 Positioning and Strategy

• Analyze the socio-economic, humanitarian, climate, and political context of assigned countries, identifying funding trends, donor strategies, and emerging financing opportunities.
• Maintain updated donor, partner, and stakeholder mapping, including traditional and non-traditional actors.
• Translate programmatic evidence into clear value propositions for diverse donor and partner audiences.
• Inform senior leadership of strategic shifts and partnership prospects.

1.2 Proposal Development and Contracting

• Lead the preparation of Expressions of Interest, concept notes, and full proposals across all funding streams.
• Ensure technical accuracy, financial realism, and donor compliance in all proposals.
• Coordinate inputs across programmatic, MEAL, and HQ teams to ensure feasibility and quality.
• Support donor negotiations and review contracts prior to signature.

1.3 Fundraising Across Sectors

• Traditional donors: Identify and pursue bilateral, UN, pooled fund, and multilateral opportunities. Maintain regular engagement and coordination with donors.
• Climate finance: Support development of proposals for climate mechanisms such as GCF and FRLD. Engage with national climate authorities and coordination platforms.
• Private sector and investment: Identify and foster sustainable partnerships with private actors, foundations, and financial institutions. Conduct due diligence and risk assessments for non-traditional partnerships.

2. Grant and Partnership Management

• Oversee donor and partner reporting, ensuring narrative and financial coherence.
• Monitor compliance with contractual obligations and deadlines.
• Facilitate grant agreements and follow-up with partner organizations.

3. Team Management and Capacity Building

• Lead and support the BDD team, clarifying roles and ensuring performance management.
• Mentor staff on strategic positioning, donor intelligence, proposal development, and diversified financing strategies.
• Facilitate internal coordination and information sharing between field, regional, and HQ teams.

4. External Communication and Visibility

• Contribute to Acted’s visibility strategy, supporting communication of success stories and learning products.
• Assist with donor engagement, media outreach, and the production of advocacy materials aligned with organizational priorities.

Expected Skills and Qualifications

• Extensive experience in grants management, proposal development, and institutional donor engagement.
• Proven ability to manage teams and mentor staff.
• Entrepreneurial mindset and strategic orientation.
• Awareness of climate and environmental issues integrated with humanitarian work.
• Strong organizational, analytical, and communication skills.
• Relevant country-specific response experience is an advantage.
• Fluency in English, both written and spoken.
