About the WE-Care Programme

The programme recognizes that unpaid care responsibilities disproportionately affect women and girls, limiting their opportunities for education, employment, leadership, and participation in public life.

Since its launch in 2013, WE-Care has worked across several countries, including Zimbabwe, Ethiopia, Uganda, Kenya, Tanzania, and the Philippines. Through collaboration with governments, civil society organizations, communities, and women’s rights groups, the programme promotes policies and systems that recognize, reduce, redistribute, reward, and represent care work.

Purpose of the Consultancy

As the global conversation around the care economy continues to evolve, Oxfam seeks to update and strengthen its existing training resources. The consultancy aims to develop a practical, adaptable, and feminist Care Training Manual that reflects current thinking around the 5R Framework and addresses emerging development priorities.

The revised manual will support programme teams, partners, advocates, trainers, and community facilitators working to advance care justice in diverse contexts.

Key Objectives of the Assignment

The selected consultant will be responsible for creating a learning resource that:

• Clearly explains and operationalizes the 5R Framework.
• Promotes transformation of harmful social and gender norms.
• Strengthens engagement with policymakers, governments, civil society organizations, communities, and private sector actors.
• Demonstrates the links between care work and broader development issues.
• Integrates feminist leadership and systems-change approaches.
• Supports learning through practical and participatory methodologies.

The final product should be accessible, engaging, and suitable for both digital and print distribution.

Scope of Work

The consultancy will involve several phases, including planning, research, content development, stakeholder engagement, validation, and final production.

Key tasks include:

Inception and Planning

• Conduct meetings with the WE-Care team and stakeholders.
• Refine methodology and implementation approach.
• Develop a detailed workplan and manual outline.

Research and Content Development

• Review existing WE-Care manuals and resources.
• Analyze global and regional literature on unpaid care and domestic work.
• Examine feminist leadership and care economy frameworks.
• Identify lessons learned and best practices from programme countries.

Stakeholder Consultation

• Engage country teams and key partners.
• Validate content through participatory review processes.
• Incorporate feedback into revised drafts.

Development of the Manual

The final manual should be:

• Professionally designed and formatted.
• Easy to use and adaptable across different contexts.
• Suitable for facilitators, trainers, advocates, and community leaders.
• Available in formats appropriate for both online and offline learning.

Who Should Apply?

Oxfam is seeking consultants with demonstrated expertise in curriculum development, adult learning, and gender-transformative programming.

Preferred qualifications include:

• Proven experience developing training manuals and educational materials.
• Strong understanding of gender justice and unpaid care work.
• Experience applying feminist and participatory approaches.
• Excellent writing, editing, and communication skills.

Consultants based in Africa are strongly encouraged and prioritized for this assignment.

Deliverables and Timeline

The successful consultant will be expected to submit:

• An inception report.
• A detailed manual outline.
• A complete draft training manual.
• Revised versions incorporating stakeholder feedback.
• A final professionally designed manual ready for publication.

The consultancy is expected to run from 20 July 2026 to 5 October 2026, requiring approximately 45 working days.
