Restless Development Uganda is Seeks a Remote Consultant for Financial Capacity Building of Youth-Led Grantees – Apply By 21 May 2026

Restless Development has announced a new consultancy opportunity aimed at strengthening the financial management systems of youth-led organisations in Uganda under the AU-EU Youth Voices Lab – Power of the Collective programme. The consultancy, which will be conducted remotely over a three-month period, seeks experienced financial management professionals to support grantees in improving compliance, governance, and institutional sustainability.

The opportunity is part of the organisation’s continued commitment to empowering young people and building resilient youth-led institutions across Africa.

Consultancy to Strengthen Financial Systems of Youth-Led Organisations

According to the Terms of Reference released by Restless Development Uganda, the selected consultant will provide technical assistance and tailored financial capacity-building support to prioritised grantee organisations.

The consultancy falls under the Third-Party Funding Mechanism of the AU-EU Youth Voices Lab – Power of the Collective initiative, a four-year programme co-funded by the European Union. The programme focuses on creating inclusive societies in Africa and Europe that are more responsive to youth needs and concerns.

The programme is jointly implemented by several international organisations, including:

  • Oxfam
  • Restless Development
  • Search for Common Ground
  • Youthmakers Hub
  • Makesense Africa

Focus on Youth Empowerment and Institutional Sustainability

Restless Development Uganda stated that the consultancy aims to address capacity gaps identified during due diligence assessments of 15 youth-led organisations selected for funding.

The organisations reportedly require support in several operational areas, including:

  • Financial management systems
  • Internal control structures
  • Procurement procedures
  • Human resource management systems
  • Organisational governance frameworks

The consultancy will involve reviewing each organisation’s existing policies, organograms, procedures, and administrative systems to determine areas requiring intervention.

The selected consultant will also:

  • Develop and implement tailored training schedules
  • Deliver financial management and compliance training
  • Support the creation of finance, procurement, and HR policies
  • Strengthen accountability and risk management mechanisms
  • Help organisations build sustainable operational structures

Remote Engagement with Competitive Consultancy Budget

Restless Development Uganda confirmed that the consultancy assignment will run for three months and will be conducted virtually.

  • Duration: 3 Months
  • Location: Uganda (Remote)
  • Employment Type: Contractor
  • Department: Programmes
  • Budget: UGX 16,000,000 or €4,000 inclusive of taxes and professional fees

Applications are being reviewed on a rolling basis, meaning early submissions may receive priority consideration.

Qualifications and Experience Required

The organisation is seeking highly experienced consultants with strong expertise in financial management, compliance, and organisational capacity building.

Minimum requirements include:

  • Advanced degree in Finance, Accounting, or related discipline
  • CPA or ACCA certification preferred
  • 5–7 years of professional experience in financial management
  • Experience managing EU-funded projects or working with international NGOs
  • Proven expertise in capacity building for grassroots or national organisations in Africa

Applicants are also expected to demonstrate:

  • Knowledge of financial compliance and risk management
  • Strong internal controls expertise
  • Experience supporting youth-led NGOs and civil society organisations
  • Change management and systems development skills
  • Familiarity with youth-led programming approaches

Restless Development Highlights Safeguarding Commitment

Restless Development Uganda reiterated its commitment to safeguarding and protecting vulnerable communities throughout its operations.

The organisation stated that safeguarding remains a core institutional priority and applies to all staff, volunteers, consultants, and partners.

According to the announcement, all stakeholders are expected to comply with the organisation’s safeguarding policies to ensure the protection of children, young people, and vulnerable adults.

Interested consultants are required to submit several documents as part of the application process.

Required application materials include:

  • Technical proposal outlining methodology and approach
  • Financial proposal with detailed budget in UGX or Euros
  • Relevant portfolio and professional references
  • CVs of consultancy team members, including the team lead

The organisation also encouraged applicants to review the full Terms of Reference before submitting proposals.
