The Catholic Agency for Overseas Development (CAFOD) is seeking experienced consultant(s) to conduct a strategic review and evaluation of the Ukraine Pooled Fund (UPF). The assignment focuses on assessing the Fund’s effectiveness, impact, and operational model one year after full localization of its governance.
The evaluation is intended to generate learning, strengthen accountability, and support future fundraising and advocacy for locally led humanitarian financing.
Background of the Ukraine Pooled Fund
The Ukraine Pooled Fund is a locally led humanitarian financing mechanism created by a consortium of Ukrainian civil society organizations. It was initially co-developed in 2023 with support from international partners and became fully localized in April 2025 when international actors transitioned out of direct management.
The Fund is now managed by a Ukrainian consortium with support from international partners, including:
- Christian Aid
- Catholic Agency for Overseas Development
- Centre for Disaster Philanthropy
Its purpose is to strengthen locally led humanitarian and recovery responses in Ukraine.
Purpose of the Consultancy
The main goal of the consultancy is to evaluate the performance and impact of the UPF and support its continued development as a sustainable funding mechanism.
Key objectives include:
- Assessing effectiveness, efficiency, relevance, and impact of UPF operations
- Co-developing evaluation criteria with stakeholders
- Strengthening monitoring and learning systems
- Supporting donor engagement and fundraising efforts
- Contributing to global learning on pooled funding mechanisms
Key Responsibilities and Scope of Work
The consultant will carry out a comprehensive evaluation process that combines analysis, stakeholder engagement, and strategic learning.
Evaluation and Analysis
- Conduct an in-depth review of UPF’s operational performance
- Assess program effectiveness using agreed evaluation criteria
- Analyze strengths, weaknesses, and areas for improvement
- Review governance and funding mechanisms
Learning and Systems Development
- Develop sustainable monitoring and learning tools for future use
- Facilitate learning sessions with UPF staff and partners
- Document best practices in locally led pooled funding models
Stakeholder Engagement and Knowledge Sharing
- Engage with consortium members and external stakeholders
- Facilitate cross-learning with regional and global actors
- Contribute findings to broader humanitarian financing discussions
Donor and Advocacy Support
- Support the preparation of donor-facing materials
- Contribute to fundraising and strategic communications efforts

Required Qualifications
This is a senior-level consultancy requiring significant expertise in evaluation and humanitarian systems.
Essential requirements:
- 10+ years of experience in monitoring, evaluation, or humanitarian programming
- Strong background in evaluating complex funding mechanisms or pooled funds
- Experience working with civil society-led or locally led initiatives
- Ability to design and implement participatory evaluation frameworks
- Strong analytical and report-writing skills
Preferred experience:
- Familiarity with humanitarian financing systems and donor structures
- Experience working in conflict or post-conflict environments
- Knowledge of Ukraine or Eastern Europe humanitarian context
- Experience engaging with international NGOs and donor agencies
