The Asian Disaster Preparedness Center (ADPC) is seeking a qualified Remote Sensing Data Analyst to contribute to its project, “Bridging Data and Action: AI-Powered Mapping of Multidimensional Vulnerability for Climate-Resilient Communities.” This role focuses on leveraging AI, geospatial analytics, and remote sensing technologies to support disaster risk reduction and climate resilience in the ASEAN region. ADPC, established in 1986, is a leading autonomous international organization dedicated to scientific, educational, developmental, and humanitarian objectives. Its vision centers on building safer communities through sustainable development and disaster risk reduction initiatives across Asia and the Pacific.

ADPC emphasizes the integration of disaster risk management, climate adaptation, and sustainable development, recognizing the interlinkages between these areas to strengthen resilience in vulnerable communities.
Project Overview
The Remote Sensing Data Analyst will support the Risk Analytics and Climate Services Department in applying machine learning and geospatial analytics for disaster risk reduction. The project involves co-developing a multidimensional vulnerability mapping platform in partnership with Spatial Informatics Group – Natural Assets Laboratory (SIG-NAL). This AI-powered dashboard integrates real-time socio-economic and hazard data to inform climate-resilient planning.
The consultant will specifically focus on:
- Time-series land cover change analysis across ASEAN countries.
- Assessing environmental impacts of mining activities in Myanmar.
- Supporting the development of training materials on geospatial technologies and AI applications for disaster risk reduction.
Key Responsibilities
The consultant will be responsible for the following technical tasks:
- Conduct land cover change analysis (2014–2025) for 11 ASEAN countries using satellite imagery and RLCMS datasets.
- Perform accuracy assessment and uncertainty analysis for land cover products and derived change maps.
- Undertake land cover change assessment in Myanmar, focusing on mining-related environmental impacts.
- Develop training materials and technical documentation for AI and geospatial technologies tailored to disaster risk reduction initiatives.
Expected Outputs and Deliverables
The assignment will deliver four key outputs with associated timelines and payment milestones:
- Regional Land Cover Change Assessment – Maps and summary statistics for 11 ASEAN countries (Month 2, 30% payment).
- Accuracy and Uncertainty Assessment – Methodology, validation dataset, and uncertainty report (Month 3, 20% payment).
- Myanmar Land Cover Change and Mining Impact Assessment – Spatial datasets, maps, and analysis results (Month 6, 30% payment).
- Training Materials for Geospatial and AI Technologies – Presentation slides, documentation, and teaching materials (Month 7, 20% payment).
Qualifications
The ideal candidate will meet the following requirements:
- Bachelor’s degree in Geosciences, Environmental Management, Agriculture Development, or related field.
- At least 3 years of experience applying remote sensing for land cover mapping, forest cover analysis, or natural resource management.
- Proficiency in Google Earth Engine and programming for geospatial data analysis.
- Strong English communication skills, both written and verbal.
- Familiarity with the Southeast Asia development context is an advantage.
- Demonstrated ability to collaborate effectively in multidisciplinary teams and contribute to research and capacity-building initiatives.
Work Arrangement
This is a home-based consultancy, with occasional travel to ASEAN countries for training and workshops. Travel costs, including economy class flights, land transportation, and daily allowances, will be covered by ADPC in accordance with its policies. The assignment duration is seven months, from April 2026 to September 2026, and payments are output-based, aligned with the acceptance of deliverables by ADPC.
