The International Disability Alliance (IDA) is inviting applications from qualified professionals for the position of Article 32 CRPD Consultant, a remote consultancy opportunity focused on advancing disability inclusion within international cooperation.

This consultancy provides an opportunity for an experienced human rights, disability inclusion, or international development expert to contribute to the development of a Zero Draft of a General Comment on Article 32 of the Convention on the Rights of Persons with Disabilities (CRPD).

The role will support global efforts to strengthen disability-inclusive policies, improve accountability, and ensure meaningful participation of organisations of persons with disabilities (OPDs) in international cooperation processes.

Remote Consultancy Opportunity With Global Impact

The selected consultant will work under the guidance of the CRPD Committee and its Working Group to provide evidence-based research, analysis, and drafting support related to Article 32 of the CRPD.

Article 32 focuses on international cooperation and requires stronger implementation to ensure that disability inclusion becomes a central component of international development, humanitarian action, and global partnerships.

The consultancy will examine existing gaps, identify good practices, and support the development of practical recommendations that can guide governments and international actors.

Purpose of the Consultancy

The Article 32 CRPD Consultant will contribute to strengthening the interpretation and implementation of Article 32 by supporting the development of a General Comment.

The consultant will help address challenges including:

• Limited participation of OPDs in international cooperation processes.
• Inconsistent application of disability inclusion standards.
• Weak accountability mechanisms within development and humanitarian programmes.
• Gaps between international commitments and practical implementation.

The assignment will help establish clearer guidance on state obligations, stakeholder responsibilities, and approaches for disability-inclusive international cooperation.

Key Responsibilities

The consultant will undertake several important tasks, including:

• Conducting a comprehensive desk review of relevant documents.
• Reviewing CRPD Committee observations, General Comments, policies, and international commitments.
• Developing an annotated outline for the General Comment.
• Identifying legal, policy, and implementation gaps.
• Coordinating calls for written submissions from stakeholders.
• Synthesising stakeholder contributions into detailed summaries.
• Drafting the Zero Draft of the General Comment.
• Incorporating recommendations, good practices, and SMART implementation measures.
• Presenting the draft during the CRPD Committee’s 36th session.
• Revising and finalising documents based on committee feedback.

Required Qualifications and Experience

Applicants should have strong expertise in disability rights, human rights law, international development, or related policy areas.

The ideal candidate should demonstrate:

• An advanced degree in law, international development, human rights, public policy, or related fields.
• At least seven years of professional experience in disability rights or international human rights work.
• Extensive knowledge of the CRPD and related jurisprudence.
• Experience contributing to normative guidance or policy development.
• Understanding of disability-inclusive international cooperation and humanitarian action.
• Strong research, drafting, and analytical abilities.
• Ability to manage complex information from diverse stakeholders.
• Excellent written and spoken English skills.

Desirable Skills and Experience

Additional experience that will be considered an advantage includes:

• Previous work with international organisations or UN mechanisms.
• Experience collaborating with organisations of persons with disabilities.
• Knowledge of additional UN languages.
• Experience developing global human rights policy frameworks.
