The international human rights community has an important opportunity as the United Nations Human Rights Council is seeking experienced professionals to serve as independent experts under its Special Procedures system. Applications are currently being accepted by the Office of the United Nations High Commissioner for Human Rights for several Special Rapporteur mandates, with appointments expected during the Council’s 62nd session in 2026.

Overview of the Available UN Human Rights Mandates

The Secretariat of the United Nations Human Rights Council has announced three mandate holder vacancies for the following positions:

• Special Rapporteur on the implications for human rights of the environmentally sound management and disposal of hazardous substances and wastes
• Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression
• Special Rapporteur on the right of everyone to the enjoyment of the highest attainable standard of physical and mental health

Unlike typical United Nations staff positions, Special Rapporteur roles are independent and unpaid appointments.

Mandate holders:

• Serve in their personal capacity
• Are not considered UN staff members
• Are not based at UN offices in Geneva or elsewhere

Although these positions are not salaried, mandate holders may receive:

• Travel expenses
• Daily subsistence allowances when undertaking official missions as “experts on mission.”

The role requires a significant time commitment, typically between four and six months per year, depending on the workload of the mandate.

Qualifications and Experience Required

The UN is seeking candidates with extensive professional expertise in human rights and related fields. Applicants must demonstrate recognized experience and credibility in the specific thematic area linked to the mandate.

Ideal candidates should possess:

• A strong background in international human rights law or policy
• More than 10 years of relevant professional experience
• Demonstrated leadership in human rights advocacy, research, or legal work
• Proven ability to work with international institutions and diverse stakeholders
• Strong analytical and reporting skills

Experience in fields such as environmental protection, freedom of expression, or global health rights may be particularly valuable for the available mandates.

Candidates interested in becoming an independent expert under the United Nations Human Rights Council must complete a two-step application process administered by the Office of the United Nations High Commissioner for Human Rights.
