UNFPA is seeking an experienced International Expert and Practitioner on Technology-Facilitated Gender-Based Violence (TFGBV) from the Justice Sector to strengthen the capacity of justice institutions in the Republic of Moldova to respond effectively to technology-related forms of violence against women.

UNFPA Seeks Expert to Strengthen Justice Responses to Technology-Facilitated Gender-Based Violence
Technology-facilitated gender-based violence has become an increasing global concern, requiring specialised knowledge from justice systems, law enforcement agencies, and policymakers.
Through this consultancy, UNFPA Moldova is partnering with the National Agency for the Prevention and Combating of Violence against Women and Domestic Violence (ANPCV) and the National Institute of Justice (NIJ) to strengthen the ability of justice professionals to identify, investigate, prosecute, and adjudicate TFGBV cases.
The consultant will provide international technical expertise to develop training systems, operational guidance, and practical tools for prosecutors, judges, and criminal investigation officers.
The assignment supports Moldova’s commitments under international frameworks, including the Istanbul Convention, European Union standards on combating violence against women, and global human rights principles.
Purpose of the Consultancy
The selected consultant will support the institutionalisation of TFGBV training within Moldova’s justice sector.
Key objectives include:
- Designing and delivering a Training of Trainers (ToT) programme for justice training institutions.
- Strengthening existing training curricula on technology-facilitated gender-based violence.
- Developing practical guidance for justice professionals handling TFGBV cases.
- Supporting survivor-centred and trauma-informed responses.
- Promoting international best practices in digital evidence management and criminal justice responses.
The consultant will work closely with UNFPA, national legal experts, justice institutions, and relevant stakeholders.
Key Responsibilities of the International Consultant
The expert will undertake a range of technical activities, including:
Research and Legal Review
The consultant will:
- Review national legal frameworks related to violence against women, domestic violence, cybercrime, and digital evidence.
- Analyse existing training materials and identify capacity gaps.
- Provide recommendations based on international standards and comparative European practices.
Curriculum Development and Training Support
The consultant will:
- Revise training curricula for prosecutors, judges, and criminal investigation officers.
- Integrate practical case studies, exercises, and survivor-centred approaches.
- Develop Training of Trainers materials, including:
- Facilitator guides
- Presentations
- Case studies
- Participant materials
- Evaluation tools
Delivery of Training of Trainers Programme
The consultant will conduct a two-day in-person Training of Trainers programme in Chișinău, Moldova.
The training will focus on:
- Understanding TFGBV offences
- Investigation and prosecution approaches
- Digital evidence collection and preservation
- Victim protection measures
- International human rights standards
- Effective training methodologies
Development of Standard Operating Procedures (SOP)
A major responsibility will be creating a comprehensive SOP for justice professionals responding to TFGBV.
The SOP will address:
- Identification and classification of TFGBV offences
- Digital evidence assessment
- Investigation procedures
- Prosecution approaches
- Judicial decision-making
- Referral mechanisms
- Confidentiality and survivor protection
Consultancy Duration and Work Arrangement
The consultancy will take place from:

The assignment involves a maximum of 20 working days.
The consultant will:
- Work remotely for research, drafting, and preparation.
- Undertake one mission to Chișinău, Republic of Moldova.
- Deliver an in-person two-day Training of Trainers programme.
Most deliverables will be submitted electronically through MS Word, PowerPoint, and PDF formats.
Required Qualifications and Experience
UNFPA is seeking candidates with significant professional experience in criminal justice, gender-based violence, and human rights.
Applicants should have:
- A Master’s degree in Law or a related social science discipline.
- At least 7 years of professional experience as a:
- Judge
- Prosecutor
- Criminal investigation officer
- Senior legal expert in criminal justice
- Demonstrated expertise in technology-facilitated gender-based violence.
- Strong knowledge of international and European legal standards.
- Experience applying survivor-centred and gender-sensitive approaches.
- Previous experience working with UN agencies or international organisations is an advantage.
- Fluency in English.
Candidates with practical experience handling GBV cases involving digital technologies will be particularly suited for this consultancy.
Consultancy Deliverables
The consultant will produce several key outputs, including:
- Inception report and detailed workplan.
- Revised TFGBV training curriculum.
- Training of Trainers package.
- Delivery of the two-day ToT programme.
- Standard Operating Procedure for justice professionals.
- Final consultancy report with recommendations and completed deliverables.
