SGBV Fundamentals Package Consultant at IPPF: Consultancy Opportunity | Apply by 23 September 2026

The International Planned Parenthood Federation (IPPF) is seeking an experienced consultant to support the integration and expansion of its internal Sexual and Gender-Based Violence (SGBV) Fundamentals Package. The consultancy will focus on strengthening existing learning materials and integrating technical resources covering sexual and reproductive health and rights, SGBV response, prevention, risk mitigation and monitoring and evaluation.
The assignment is expected to run from October through December 2026 and is open to qualified individuals, companies and firms with relevant experience in SGBV, SRHR and humanitarian or development programming.
Application Deadline: 23 September 2026
About the Consultancy
The consultant will work directly with the Global SGBV Advisor as a Technical Assistant and Co-Writer. Rather than developing a completely new training package, the assignment will build on existing materials and integrate relevant technical resources into a clear and practical learning package.
The consultant will help organize, write, adapt and format the updated content into learning modules, facilitator materials, participant resources and practical tools.
This is a collaborative assignment requiring strong technical knowledge as well as excellent writing and editing abilities.
Key Areas of Work
The consultancy will involve reviewing the existing SGBV Fundamentals Package alongside relevant technical resources and identifying gaps and opportunities for integration across the Humanitarian-Development Nexus (HDN).
The consultant will then support content development across four core areas.
SGBV Response and SRHR/PSS Integration
The consultant will help strengthen guidance on survivor-centred care, First Line Response LIVES/PFA, clinical SRHR linkages and structured psychosocial support tools.
The materials should be practical and accessible to staff working in different humanitarian and development settings.
SGBV Risk Mitigation
Work in this area will include sector safety audits, risk identification and practical approaches for integrating SGBV risk mitigation into health and non-protection settings.
SGBV Prevention
The consultant will contribute to materials covering social norm change, community engagement and prevention strategies that can be adapted to both acute humanitarian crises and longer-term development contexts.
MEAL in SGBV
The assignment will also strengthen guidance on Monitoring, Evaluation, Accountability and Learning. This includes ethical data management, indicator tracking, feedback mechanisms and monitoring tools aligned with relevant standards.
Learning Materials for Different Audiences
A major part of the consultancy will be adapting the updated content for three different groups.
Non-Protection and Operational Staff: Materials will cover core SGBV principles, PSEA, Do No Harm, safe identification and referral pathways. The target audience includes HR, Operations, Finance and Logistics staff.
Health Workers: Content will focus on integrating SRHR and SGBV care, First Line Response LIVES/PFA, survivor communication and facility safety for clinicians, nurses, midwives and community health workers.
Managers and Supervisors: Materials will address operational risk management, duty of care, staff wellness, MEAL compliance and accountability.
Key Deliverables
The consultancy will produce four main deliverables.
The first is an Integration Plan and Revised Outline, mapping existing training materials and relevant technical resources into the Humanitarian-Development Nexus framework. This is estimated at five working days.
The second is the First Draft of Upgraded Core Guidelines and Modules, covering the core pillars and MEAL and tailored to the three target audiences. This is estimated at 18 working days.
The third deliverable is the Second Draft of Facilitation and Learning Tools, including slide decks, facilitator guides, participant handouts, case studies and MEAL assessment tools. This is estimated at eight working days.
The final deliverable is the Consolidated Final Package, which will be copy-edited, formatted and prepared for rollout after feedback from the Global SGBV Advisor. This is estimated at four working days.
Qualifications and Experience
Applicants should have a degree in Gender Studies, Public Health, Human Rights, Social Work or a related field.
At least five years of practical experience working on SGBV, SRHR and First Line Response LIVES/PFA programming in humanitarian or development contexts is required.
Applicants should also have direct experience using IPPF tools and frameworks, or similar inter-agency standards covering areas such as SRHR, SGBV, LIVES, primary prevention and MEAL.
Experience developing training packages, facilitator guides and technical tools is important. Strong English writing and editing skills are also required, particularly the ability to turn complex technical concepts into straightforward and practical learning materials.
