Terre des Hommes Netherlands Seeks Lead Research Consultant on Technology-Facilitated Violence Against Children | €15,000–€18,000 | Apply by September 16, 2026

Terre des Hommes Netherlands is seeking an experienced Lead Research Consultant to conduct operational research on Technology-Facilitated Violence (TFV) against children in humanitarian contexts. The consultancy will examine online risks, protective factors, and safeguarding gaps affecting children living in conflict, displacement, and humanitarian settings.
The research will focus on Ethiopia, the Democratic Republic of Congo (DRC), Uganda, Bangladesh, and Ukraine, with implementation expected during Q4 2026 and Q1 2027.
The consultancy offers a total budget of €15,000 to €18,000, inclusive of VAT, and the application deadline is September 16, 2026.
About the Research Consultancy
Children living in conflict and displacement settings increasingly rely on digital technologies for communication, education, social interaction, and access to humanitarian services. However, increased digital access can also expose children to serious risks.
These risks may include online recruitment, cyberbullying, harassment, financial or sexual extortion, exploitation, technology-facilitated gender-based violence, and other forms of online abuse.
The research aims to generate practical evidence that humanitarian organisations can use to strengthen child protection programmes, improve safeguarding systems, and inform policy and advocacy.
The successful consultant will lead the technical research process from study design through to the final report.
Key Research Objectives
The consultancy will explore how children in humanitarian and displacement settings use and experience digital environments.
The research will examine:
- Children’s social media use and digital behaviour.
- Levels of digital literacy and digital self-expression.
- The nature and prevalence of online threats affecting children.
- Children’s perceptions of safety and rights online.
- Children’s expectations of duty-bearers and protection systems.
- Gaps in humanitarian safeguarding and referral pathways.
- Vulnerabilities created through digital humanitarian aid delivery.
- How different technology platforms and environments affect child safety.
- Evidence-based recommendations for improving child protection programming.
The research is designed to bridge the gap between existing evidence and the practical needs of frontline humanitarian actors.
Scope of Work and Deliverables
The Lead Research Consultant will be responsible for four main phases of the assignment.
Phase 1: Research Design and Tool Finalisation
The consultant will develop the study protocol, methodology, focus group discussion guides, quantitative survey tools, and documentation required for ethical review.
Phase 2: Enumerator Training and Supervision
The consultant will prepare and support technical training for field enumerators and partner teams. This will include oversight of training and pilot activities before data collection begins.
Phase 3: Data Analysis and Synthesis
The consultant will lead qualitative thematic coding and statistical analysis of research data across the targeted countries. Experience with tools such as NVivo or Dedoose will be valuable.
Phase 4: Final Report
The consultant will draft, revise, and finalise a comprehensive research report presenting cross-country findings and practical recommendations for humanitarian programming and safeguarding.
Who Can Apply?
The ideal candidate should have an advanced postgraduate degree in Social Sciences, International Development, Child Rights, or a related discipline.
