Caribbean Observatory Seeks Strategic Communications Consultant – Remote Consultancy | Apply by 7 September 2026

The Caribbean Observatory on Sexual and Reproductive Health and Rights (SRHR) is seeking an experienced Strategic Communications Consultant to design and deliver an applied strategic communications training programme for Caribbean SRHR and LGBTIQ+ advocates.

The short-term consultancy offers an opportunity for a communications, advocacy, media or narrative-change professional to support advocates and organisations across the Caribbean in developing stronger, culturally relevant and evidence-based communication strategies.

The position is remote, but applicants must be Caribbean nationals and/or currently based in the Caribbean region. The application deadline is 7 September 2026.

About the Caribbean Observatory on SRHR

The Caribbean Observatory on Sexual and Reproductive Health and Rights is a regional platform that uses research, data and lived experiences to support evidence-based decision-making, amplify community voices and advance gender justice and human rights.

The Observatory connects civil society organisations, health practitioners, researchers and governments through knowledge-sharing, collaboration, learning and policy advocacy.

Over recent years, the platform has produced research and policy briefs, organised webinars and delivered training designed to strengthen evidence-based SRHR advocacy throughout the Caribbean.

The International Planned Parenthood Federation (IPPF) Americas and the Caribbean Regional Office (ACRO) serves as the Secretariat of the Observatory.

About the Consultancy

The selected Strategic Communications Consultant will design and deliver a high-impact online training programme focused on strategic communications, narrative change and advocacy.

The consultancy responds to an increasingly contested communications environment surrounding SRHR and LGBTIQ+ rights in the Caribbean. Advocates face coordinated narratives and misinformation that can influence public debates, policy decisions and access to health and youth services.

The training will therefore help participants understand and respond strategically to challenging narratives while developing persuasive, evidence-based and culturally relevant communications.

The programme will have a practical focus. Participants will work with the consultant and IPPF staff to develop a communications campaign plan addressing SRHR narratives in the Caribbean.

The resulting campaign brief will serve both as an applied learning product and as a potential communications resource that participating organisations can use beyond the training programme.

Key Responsibilities

The consultant will be responsible for designing and delivering the strategic communications training programme.

Key responsibilities include developing a detailed training methodology and session outline, including learning objectives, proposed approaches and methodologies for each session.

The consultant will also facilitate the agreed online training programme, incorporating live sessions, practical exercises and applied learning activities.

Another important responsibility will be providing mentoring and technical support to participants as they develop and refine their campaign briefs.

At the conclusion of the assignment, the consultant will prepare a final report summarising the training activities, key results, lessons learned and recommendations.

Expected Deliverables

The consultancy includes four main deliverables:

1. Training Methodology and Session Outline
A detailed methodology explaining the training approach, session objectives and proposed activities.

2. Training Delivery
Facilitation of the strategic communications training programme, including live online sessions, practical exercises and applied learning.

3. Mentoring and Support
Targeted coaching and technical support to participants developing their communications campaign brief.

4. Final Report
A concise report covering implementation, activities delivered, key results and recommendations.

Who Can Apply?

This opportunity is intended for an experienced communications and advocacy professional with strong knowledge of the Caribbean context.

Applicants must be from the Caribbean and/or currently based in the Caribbean region. This requirement is mandatory because the consultant must demonstrate firsthand understanding of the region’s cultural, religious, linguistic and socio-political dynamics.

Candidates should have at least seven years of professional experience in strategic communications, advocacy, media engagement or narrative change, preferably within the Caribbean.

Experience in areas such as SRHR, gender equality, LGBTIQ+ rights, youth empowerment or human rights is highly relevant.

Applicants should also understand the Caribbean communications and advocacy landscape and have experience addressing complex public narratives around gender, sexuality, healthcare access and comprehensive sexuality education.

Experience designing and facilitating participatory online training, workshops, mentoring programmes and campaign-development processes is required.

Strong skills in digital campaigning, social media, media relations, facilitation, coaching and campaign strategy will be important for success in the role.

Education and Languages

Applicants should hold an advanced university degree in Communications, Journalism, Media Studies, Public Relations, Human Rights, International Relations or a related field.

Professional or native-level English is required.

Knowledge of French, Spanish, Dutch or Caribbean Creole will be considered an advantage.
