WHO/HRP Is Hiring a Home-Based Research Governance Consultant: Up to $9,980 Per Month
The WHO/UNDP/UNFPA/UNICEF/World Bank Special Programme of Research, Development and Research Training in Human Reproduction (HRP) is seeking a consultant to support its work in sexual and reproductive health and rights (SRHR) research governance and research capacity strengthening.
The consultancy is home-based, is expected to be full-time, and has an expected duration of six months. The monthly remuneration is listed as USD $7,000–$9,980, excluding travel costs.

About the Consultancy
The consultant will support two major areas of HRP’s work:
- Implementation of the research capacity strengthening strategy
- Research governance, review processes, design, and quality
The role requires someone who can coordinate complex international activities, manage stakeholders, develop systems and procedures, and contribute to high-quality research governance.
Key Responsibilities
Under the first area of work, the consultant will help coordinate implementation of HRP’s research capacity strengthening strategy.
Responsibilities include developing and managing an SRHR research capacity strengthening community of practice, working closely with the IBP network, and coordinating the HRP working group on research capacity strengthening.
The consultant will also support project management and implementation of the research capacity strengthening strategy, including its monitoring, evaluation, and learning framework.
Another important responsibility will be preparing reports, case studies, and briefs for donors, partners, and broader audiences. This requires strong writing and communication skills and the ability to turn complex research and programme information into accessible materials.
Research Governance and RP2 Review
The second major component involves coordinating activities related to the RP2 research project review process and broader research governance.
The consultant will coordinate the RP2 review workflow, track review progress, follow up with reviewers and responsible officers, and manage review timelines and logistics.
They will also maintain and update important RP2 systems and documentation, including the reviewer database, templates, timeline trackers, webpage, and reviewer resource hub.
In addition, the consultant will support the development of standard operating procedures (SOPs) for research governance under the leadership of the RP2 Secretariat.
Qualifications and Experience
This is an experienced professional-level consultancy.
Applicants must have at least a first university degree in global or international public health, social sciences, or another relevant health sciences discipline.
An advanced university degree in public health or a related field is desirable, as is project management certification.
The consultant must have at least five years of international experience in sexual and reproductive health research and research governance.
Candidates should also have demonstrated experience developing research SOPs, quality assurance systems, tools, review frameworks, and research methodologies.
Experience coordinating international stakeholders—including governments, civil society organizations, academic institutions, multilateral organizations, and private-sector partners—is required.
Applicants should also have experience designing, implementing, and evaluating research capacity-strengthening initiatives and managing large networks or communities of practice.
Skills Required
Strong communication and writing skills are essential. Candidates should be able to demonstrate experience producing journal articles, reports, briefs, or other work that synthesizes complex information.
Applicants should have strong knowledge of research capacity strengthening, research governance, and community engagement in SRHR research.
The position also requires strong project management skills, exceptional attention to detail, accountability, and the ability to deliver work within agreed timelines.
Familiarity with responsible AI use and data governance in research is also listed as an essential skill.
Knowledge of project management applications and willingness to work with emerging tools, including AI agents and large language models, is desirable.
Language Requirements
Expert knowledge of English is essential.
Basic knowledge of French or Spanish would be an advantage.
Location, Duration and Remuneration
The consultancy is home-based, although the consultant may be required to travel for meetings.
WHO will cover authorized travel costs, while consultants are responsible for fulfilling visa requirements. Medical clearance may also be required for travel.
The expected contract duration is six months, with the consultant engaged on a full-time basis.
The remuneration is USD $7,000 to $9,980 per month, under Pay Band B, with travel costs excluded.
At the top of the stated range, six months of consultancy would represent up to $59,880 in gross remuneration, assuming the consultant is engaged for the full six-month period at the maximum monthly rate.
