Remote Consultant Role with Dr. Denis Mukwege Foundation | 2026–2027

The Dr. Denis Mukwege Foundation is inviting applications for a Consultant – Case Management System to help strengthen how the organisation manages sensitive survivor and programme data across its international operations. This is a specialised consultancy opportunity for an experienced information management professional with a background in humanitarian, gender-based violence (GBV), protection or related case management systems.

The assignment is primarily remote, with some travel to The Hague, Netherlands, potentially required. The consultancy will run from September 2026 to January 2027, with a maximum of 30 working days.

About the Dr. Denis Mukwege Foundation

The Dr. Denis Mukwege Foundation is an international, survivor-centred and rights-based organisation working to improve the response to conflict-related sexual violence.

The organisation supports survivors across four key areas: medical care, psychological and psychosocial support, socio-economic reintegration, and legal support and access to justice. Its work is influenced by the holistic model of care developed at Panzi Hospital in the Democratic Republic of Congo.

The Foundation is currently working to improve its data-management systems because information about survivors, services and programme outcomes is stored across different formats and country programmes.

The consultant will therefore play an important role in helping the Foundation establish a more unified and effective case management system.

About the Consultancy

The Consultant – Case Management System will help the Foundation clarify its requirements, assess potential case management platforms and begin implementing the selected solution.

The assignment has three main phases.

The first phase will focus on understanding the Foundation’s case management requirements. The consultant will consult management, programme teams and country representatives to understand how cases are currently managed and identify gaps, challenges and operational requirements.

The second phase will involve identifying and evaluating existing case management tools. Potential systems will be assessed against criteria such as security, usability, offline functionality, multilingual support, multi-site access and cost.

The final phase will focus on testing and implementation. The consultant will help configure the selected system, test it using existing data, address issues and support rollout across up to five pilot locations.

Key Responsibilities

The consultant will be expected to:

  • Conduct requirements-gathering sessions with management and programme teams.
  • Map existing case management processes across country programmes.
  • Review existing data collection tools and systems.
  • Identify technical and operational constraints.
  • Develop a prioritised requirements brief.
  • Research suitable case management platforms.
  • Evaluate tools for GBV, protection and humanitarian contexts.
  • Coordinate product demonstrations.
  • Support the Foundation in selecting a preferred solution.
  • Assist with system configuration and testing.
  • Use historical data to validate the proposed system.
  • Identify and resolve configuration issues.
  • Support rollout in up to five pilot locations.
  • Provide guidance on staff onboarding and training.
  • Develop system handover and administration documentation.

Expected Deliverables

The consultancy will produce several important outputs.

During Phase 1, the consultant will prepare a concise requirements brief of approximately five to eight pages outlining the Foundation’s priorities, needs and constraints.

During Phase 2, the consultant will produce an options assessment and recommendation comparing shortlisted case management tools and identifying the preferred solution.

During Phase 3, deliverables will include a testing report, rollout plan and handover documentation. The handover materials are expected to include a system configuration guide, data dictionary, user manual and administrator guidance.

Consultant Qualifications and Experience

This opportunity is intended for a highly experienced information management specialist or consultancy team.

Applicants should have:

  • Training or equivalent experience in information management systems.
  • At least seven years of experience selecting and implementing case or information management systems.
  • Experience in humanitarian, GBV or protection environments.
  • Technical knowledge for system configuration and testing.
  • Practical experience with SGBV or protection-related case management tools.
  • Experience working with NGOs or UN agencies.
  • Strong requirements-gathering and stakeholder facilitation skills.
  • Knowledge of data protection requirements for sensitive protection data.
  • Understanding of GDPR requirements.
  • Fluency in English and French.

The requirement for both English and French is particularly important, meaning candidates should be able to demonstrate professional working ability in both languages.

Location and Working Arrangements

The assignment is primarily remote, making it potentially accessible to qualified international consultants.

However, limited in-person meetings in The Hague may be required, particularly during the initial requirements-clarification phase. Any agreed travel costs will be reimbursed according to the Foundation’s travel and expense policy.

The consultant will report to the Director of Care and Country Programmes and will participate in regular progress meetings throughout the assignment.

Because the consultancy involves sensitive survivor information, all data must be handled according to GDPR and the Foundation’s data protection policy.

Duration and Deadline

The consultancy consists of a maximum of 30 working days spread across approximately four months.

  • Phase 1: About 5 days in September 2026
  • Phase 2: About 5 days in September/early October 2026
  • Phase 3: About 20 days from October 2026 to January 2027
  • Total: 30 working days

Application deadline: August 23, 2026 at 23:59 CET.
