2026:ACT Alliance Seeks Consultants to Develop Humanitarian-Development-Peace (HDP) Nexus Guidance Note

Professionals with expertise in humanitarian action, development programming, peacebuilding, and organizational strategy have an exciting opportunity to contribute to a global initiative. ACT Alliance, through Norwegian Church Aid, has announced an international consultancy to develop a comprehensive Humanitarian-Development-Peace (HDP) Nexus Guidance Note that will strengthen collaboration and integrated programming across its global network.
The consultancy offers experienced consultants the chance to support one of the world’s largest faith-based humanitarian alliances in improving how humanitarian, development, and peace interventions are planned and implemented.
About ACT Alliance
ACT Alliance is one of the world’s largest coalitions of churches and church-related organizations engaged in humanitarian assistance, sustainable development, advocacy, and peacebuilding. With members operating in more than 120 countries, the Alliance works in some of the world’s most fragile, conflict-affected, and disaster-prone environments.
Recognizing the increasing need for integrated approaches to complex crises, ACT Alliance has committed to strengthening its Humanitarian-Development-Peace (HDP) Nexus programming. This initiative aligns with both the OECD Development Assistance Committee (DAC) Recommendation on the Humanitarian-Development-Peace Nexus and the Alliance’s own strategic commitments.
About the Consultancy
Norwegian Church Aid, acting on behalf of ACT Alliance, is inviting qualified consultants through an International Open Tender to develop practical guidance that will help the Alliance better integrate humanitarian response, long-term development, and peacebuilding into its programming and appeal mechanisms.
The selected consultant or consultancy team will develop a Guidance Note containing practical tools, recommendations, and strategic advice that can be used across ACT Alliance’s global membership.
The consultancy falls under the Program and Project Management career category and is ideal for professionals with significant experience working within humanitarian and development organizations.
Key Objectives
The successful consultant will be expected to:
- Develop a practical Humanitarian-Development-Peace Nexus Guidance Note.
- Provide strategic recommendations for integrating HDP approaches across ACT Alliance.
- Strengthen programming that links humanitarian response, development, and peacebuilding.
- Support alignment with international HDP policy frameworks.
- Produce guidance that is practical, accessible, and relevant for ACT Alliance members operating in diverse contexts.
The work will contribute to improving collaboration between humanitarian, development, and peace actors while promoting more sustainable and resilient outcomes for vulnerable communities.
Who Should Apply?
The consultancy is suitable for professionals or consulting firms with:
- Between 5 and 9 years of relevant professional experience.
- Expertise in humanitarian response, development programming, and peacebuilding.
- Strong knowledge of the Humanitarian-Development-Peace Nexus.
- Experience developing policy guidance, strategic frameworks, or organizational tools.
- Excellent research, analytical, facilitation, and report-writing skills.
- Experience working with international NGOs, alliances, or faith-based organizations.
Applicants with a strong understanding of global humanitarian coordination mechanisms and multi-stakeholder collaboration will be particularly well positioned for this opportunity.
Why This Opportunity Matters
The Humanitarian-Development-Peace Nexus has become a key priority for organizations responding to increasingly complex crises. Rather than treating humanitarian aid, development, and peacebuilding as separate activities, the HDP approach encourages coordinated action that addresses immediate needs while building long-term resilience and promoting sustainable peace.
By supporting ACT Alliance in developing this guidance, the selected consultant will help shape programming that benefits millions of people living in fragile and conflict-affected settings around the world.
This consultancy also offers an opportunity to influence the strategic direction of an international alliance with decades of humanitarian experience and an extensive global presence.
