Urgent Action Fund-Africa (UAF-Africa) is offering a compelling consultancy opportunity for a seasoned Monitoring, Evaluation, Accountability, and Learning (MEAL) expert. This role is aimed at strengthening the organization’s systems at a crucial midpoint in its strategic implementation. The selected consultant will provide high-level technical oversight, ensuring that the organization can effectively measure impact, track progress, and generate actionable insights.

About Urgent Action Fund-Africa

Urgent Action Fund-Africa is a feminist, pan-African women’s human rights fund with a presence across East, Southern, and Central Africa. Registered in Kenya and Zimbabwe, the organization operates virtually while maintaining strategic regional hubs in cities such as Nairobi, Kampala, Harare, Johannesburg, and Yaoundé.

The Fund is dedicated to advancing women’s rights and agency in areas including democratic governance, economic justice, environmental and climate justice, natural resource governance, and conflict transformation. Through its Rapid Response Grant-making model, UAF-Africa provides timely support to innovative and urgent initiatives that address emerging opportunities and threats affecting women across the continent.

Purpose of the Consultancy

The primary goal of this consultancy is to enhance UAF-Africa’s MEAL systems to ensure more effective impact measurement and reporting. At the midpoint of its strategic plan, the organization seeks to refine its frameworks and tools to better capture both quantitative and qualitative outcomes.

The consultant will lead efforts to redesign the MEAL framework, align systems with diverse partner needs, and strengthen internal capacity for monitoring, evaluation, and learning. This work will help ensure that program outcomes are systematically tracked and communicated in a compelling and meaningful way.

Key Responsibilities

The consultant’s responsibilities will span four main areas:

MEAL Framework Review and Strengthening

• Conduct a comprehensive review of the existing MEAL framework, including the theory of change, indicators, and reporting systems
• Identify gaps, redundancies, and areas for improvement
• Develop a refined and fit-for-purpose MEAL framework
• Design portfolio-specific indicators covering process, output, outcome, and impact levels
• Create an indicator tracking matrix for systematic monitoring
• Ensure alignment with donor requirements and feminist MEAL principles
• Deliver organization-wide training to strengthen internal MEAL capacity

Process, Output, and Outcome Tracking

• Establish structured data collection and reporting cycles (monthly and quarterly)
• Develop standardized templates for data collection and reporting
• Support quantitative and qualitative data analysis and visualization
• Produce internal evidence reports to track progress and inform decision-making
• Promote adaptive management through real-time data use

System Oversight and Quality Assurance

• Provide technical oversight to ensure data accuracy, consistency, and rigor
• Strengthen the use of data management tools and systems
• Align MEAL processes with donor frameworks and reporting requirements
• Review and improve donor reports for clarity and compliance
• Support evaluation processes, including theory of change development

Learning and Accountability

• Facilitate organizational reflection and learning sessions
• Document best practices, success stories, and lessons learned
• Promote accountability to grantees and communities
• Integrate learning into program design and strategic decisions

Qualifications and Experience

The ideal candidate will have a strong academic background and extensive professional experience in MEAL.

Educational Requirements:

• Advanced degree (Master’s or PhD) in Monitoring and Evaluation, Social Sciences, Statistics, or a related field
• Additional certifications in MEAL or impact evaluation are an advantage

Professional Experience:

• At least 8–10 years of progressive experience in MEAL roles
• Proven expertise in developing frameworks, indicators, and MEAL matrices
• Experience working in complex, multi-portfolio organizations
• Strong skills in both quantitative and qualitative analysis
• Familiarity with methodologies such as contribution analysis and Most Significant Change

Core Competencies

Successful candidates should demonstrate:

• Excellent report writing and communication skills
• Strong data visualization and analytical abilities
• Experience producing evidence-based reports
• Capacity-building and mentoring skills
• Understanding of feminist MEAL principles
• Proficiency in tools such as Impact Mapper, Salesforce, or similar systems

Work Environment and Duration

This consultancy is fully remote and open to Africa-based professionals. The duration is three months, running from 4 May to 31 July 2026. UAF-Africa fosters an inclusive and supportive work environment and encourages applications from diverse backgrounds.
