Christian Blind Mission (CBM) is inviting applications from highly experienced professionals for the role of External Consultant to develop its Programme Quality Improvement Master Plan (PQI-MP). This consultancy represents a strategic organisation-wide initiative aimed at strengthening programme quality, enhancing beneficiary impact, improving donor engagement, and reinforcing internal systems, processes, and capabilities across CBM’s global operations.
The assignment is expected to run for approximately 12–16 weeks, with the possibility of extension into an advisory role during early implementation.
Purpose of the Assignment
The primary objective of the consultancy is to design and deliver an integrated Programme Quality Improvement Master Plan. This framework will define CBM’s desired future state for programme quality and translate it into a coherent, prioritised, and resource-informed roadmap.
The consultant will be expected to ensure that CBM’s programme delivery systems are better aligned with organisational strategy, enabling more predictable performance, stronger accountability, improved donor alignment, and enhanced impact for beneficiaries. The assignment places strong emphasis on connecting systems, behaviours, processes, and capabilities into a unified improvement framework.
Scope of Work
The consultant will lead a structured, evidence-based design process in close coordination with CBM’s Project Lead, Project Manager, Technical Working Group, and other internal stakeholders across headquarters and country offices.
Diagnostic and Analytical Phase
The consultant will conduct a comprehensive organisational assessment, including structured consultations across multiple levels of the organisation. This phase will involve:
- Reconfirming CBM’s desired future state for programme quality
- Conducting a detailed review of the current state across key functional areas, including:
- Donor engagement and relationship management systems
- Programme impact and beneficiary outcomes
- Planning, prioritisation, and delivery mechanisms
- Accountability frameworks and team performance structures
- Data systems, monitoring tools, and reporting processes
- Cross-divisional collaboration and advisory mechanisms
- Identifying systemic gaps across processes, competencies, tools, governance structures, and behaviours
The outcome of this phase will be a clear articulation of where CBM stands today and what is required to reach its intended future state.
Design and Planning Phase
Following the diagnostic work, the consultant will design a structured Programme Quality Improvement Master Plan. This will include:
- Development of solution pathways and structured workstreams for each priority area
- Definition of sequencing, dependencies, risks, and assumptions
- Estimation of required resources, including staffing, competencies, time, and budget
- Design of KPIs, quality standards, and monitoring frameworks
- Creation of dashboards and performance tracking tools
- Development of prioritisation models to support leadership decision-making, including value, effort, and risk-based frameworks
The emphasis will be on ensuring that the plan is not only strategic but also implementable and actionable.
Optional Implementation Support
Subject to agreement, the consultant may also provide limited advisory support during the early implementation phase. This may include clarification sessions, design refinement support, and knowledge transfer activities to ensure continuity from planning to execution.
Deliverables
The consultant will be responsible for producing the following key outputs:
- A comprehensive evidence pack detailing current state, future state, and gap analysis
- A fully developed Programme Quality Improvement Master Plan, including:
- Structured workstreams with resource and capability mapping
- A 24–36 month implementation roadmap
- Monitoring frameworks and KPI dashboards
- Governance and coordination structures for implementation
- Handover documentation to support transition into implementation
Required Profile and Expertise
The ideal consultant will bring extensive experience in organisational development and programme quality within international development or humanitarian contexts.
Technical Expertise
- Minimum of 10 years of experience in programme quality, organisational development, or related fields
- Proven track record in designing organisation-wide performance or quality improvement frameworks
- Strong knowledge of project management systems, compliance, audit, and monitoring frameworks
- Experience with digital transformation systems such as ERP, PMIS platforms, and emerging technologies
Strategic and Analytical Capability
- Strong systems thinking and ability to connect organisational components into integrated solutions
- Experience in gap analysis, future-state design, and organisational diagnostics
- Ability to simplify complex systems into clear, prioritised implementation frameworks
Facilitation and Leadership Skills
- Experience working with multicultural and cross-functional stakeholder groups
- Strong facilitation skills for workshops, technical groups, and leadership engagements
- Ability to navigate complex organisational environments and sensitive discussions
Communication Skills
- Excellent written communication skills suitable for executive-level reporting
- Ability to develop structured frameworks, models, and decision-support tools
- Strong clarity in presenting complex information
Timeline
The assignment is structured over approximately 16 weeks:
- Weeks 1–4: Inception phase and stakeholder consultations
- Weeks 5–8: Diagnostic analysis and synthesis
- Weeks 9–14: Drafting of the PQI Master Plan
- Weeks 15–16: Validation, refinement, and final delivery
An optional extension may support early implementation activities.
