The Global Surge Team is a roster of expert professionals who provide short-term specialist support in contexts of high humanitarian need. Deployments typically last up to three months and are designed to be flexible, based on demand and operational priorities.
Role Overview
The Emergency Risk & Compliance Advisor supports emergency response operations by developing and executing tailored risk mitigation strategies. Key deliverables include:
- Conducting a response risk analysis within the first 10 days of deployment.
- Launching a risk dashboard within 14 days, updated weekly, tracking priority threats, mitigation measures, owners, and status.
- Sharing biweekly risk updates with the Response Team Leader and stakeholders, highlighting emerging risks and required decisions.
The RCA reports day-to-day to the Response Team Leader while receiving technical guidance from the Director of Enterprise Risk Management. This ensures that risk mitigation is embedded from assessment and planning through program design and delivery.
Key Responsibilities
Risk Management and Compliance
- Conduct risk assessments across programs, operations, and partner organizations.
- Identify internal control gaps and implement mitigation measures.
- Embed risk planning in award management, finance, procurement, programming, and MEAL.
- Maintain and update a risk dashboard, flagging concerns to senior leadership.
- Review procedures and suggest improvements to SOPs for risk, compliance, and operational efficiency.
Training and Capacity Building
- Assess risk and compliance training needs for staff and partners.
- Deliver risk awareness, fraud prevention, ethics, and compliance training.
- Promote a culture of ethical and compliant behavior across all deployment sites.
Operational Support
- Ensure risk management toolkits are available and used consistently.
- Collaborate with HR to provide risk awareness training for all deployed personnel.
- Escalate risks promptly according to IRC procedures.
Candidate Requirements
Required Qualifications
- 6+ years in operations or program implementation in international development.
- Experience in emergency response or fragile states.
- Strong understanding of humanitarian principles and risk management.
- Proficiency in reporting, summarizing developments, and stakeholder communication.
- Experience delivering training and capacity building.
- Excellent communication, interpersonal, and diplomatic skills.
- Strong organizational skills and ability to perform under pressure.
- Fluency in English; proficiency with MS Word, Excel, accounting software, and email systems.
- Ability to thrive in a matrix management environment.
Preferred Qualifications
- Working knowledge of Arabic, French, or Spanish.
- Experience delivering risk awareness training in humanitarian contexts.
