UN Women Seeks National Consultant on Gender-Sensitive Communication and Media | Part-Time Consultancy (July–August 2026)

The organization is seeking a National Consultant on Gender-Sensitive Communication and Media to support its ongoing efforts to strengthen gender equality and improve media practices in Kazakhstan.
Based in Astana, Kazakhstan, this part-time consultancy will run from July to August 2026, with applications closing on 15 July 2026. About the Consultancy
UN Women is the United Nations entity dedicated to advancing gender equality and empowering women worldwide. In Kazakhstan, the organization is implementing a multi-year project (2025–2027) aimed at strengthening legal protections for women, promoting gender equality, and increasing women’s participation in public and political life.
As part of this initiative, UN Women established the Gender Equality and Women’s Empowerment (GEWE) Knowledge Center, which serves as a national platform for research, policy dialogue, capacity building, and knowledge sharing.
Building on successful training conducted in 2025 for media professionals and government press officers, UN Women is expanding the initiative by developing national standards for gender-sensitive communication and integrating them into media practice and regulatory frameworks.
Key Responsibilities
The selected consultant will play a leading role in designing and implementing gender-sensitive media guidance and training. Responsibilities include:
- Reviewing the 2025 gender-sensitive communication training package.
- Examining UN Women reports and international guidelines.
- Developing a Guideline for Gender Responsive Reporting Media based on UN Women and UNESCO standards.
- Creating training materials, presentations, exercises, and evaluation tools.
- Delivering a one-day training session in Astana for government press officers and media editors.
- Analyzing Kazakhstan’s media legislation and journalism ethics framework.
- Preparing recommendations for integrating gender-sensitive reporting into existing media regulations.
- Conducting a validation meeting with government stakeholders.
- Preparing a comprehensive final report with findings, recommendations, and training outcomes.
Expected Deliverables
The consultancy follows a structured timeline with multiple deliverables, including:
- Inception report and workplan.
- Draft Gender Responsive Reporting Media Guidelines.
- Training curriculum and resource package.
- Delivery of the training workshop.
- Legislative analysis and policy recommendations.
- Final consultancy report.
The assignment emphasizes practical outputs that can continue supporting gender-responsive journalism beyond the consultancy period.
Who Should Apply?
UN Women is looking for experienced national professionals with strong backgrounds in media and gender equality.
Applicants should possess:
- A Master’s degree in journalism, communications, gender studies, law, social sciences, or a related field.
- At least five years of professional experience in journalism, communications, media, or gender equality.
- Proven experience facilitating training for journalists, editors, media professionals, or public officials.
- Experience developing policy papers, ethical guidelines, standards, or communication manuals.
- Strong analytical, writing, editing, and facilitation skills.
- Knowledge of Kazakhstan’s media environment and regulatory framework.
Specialized training in gender, communications, or media ethics will be considered an advantage.
Language Requirements
Candidates must demonstrate:
- Fluency in Kazakh.
- Fluency in Russian.
- English language skills are considered an advantage.
The final consultancy report must be submitted in Russian.
Work Arrangement
The consultancy offers a flexible work arrangement.
The consultant will primarily work remotely while traveling to Astana to:
- Deliver the training workshop.
- Meet with the Committee of Information.
- Engage with the Ministry of Culture and Information.
- Participate in consultations with the National Commission and other stakeholders.
Travel costs should be included within the consultant’s financial proposal, as all travel-related expenses form part of the contract value.
