Climate Catalyst is inviting applications for a Programme Manager, Europe to support its new AI and Climate Governance programme. The full-time position is remote and offers an opportunity for an experienced policy and advocacy professional to contribute to work at the intersection of climate change, artificial intelligence, technology and industrial decarbonisation.
The role is initially offered as a 12-month contract, with the possibility of extension subject to funding. The application deadline is 7 September 2026.

Climate Catalyst is a nonprofit strategic convenor working across Europe, India and Indonesia to accelerate the decarbonisation of heavy-emitting industries.
The organisation brings together civil society organisations, businesses, investors and other stakeholders to identify policy gaps, build coalitions and develop strategies that can accelerate progress towards a net-zero future.
Its work combines research, communications, policy advocacy and business engagement. Previous initiatives have included efforts to advance steel decarbonisation in India and Indonesia and support a more sustainable aviation sector in Europe.
Climate Catalyst’s broader goal is to contribute to a just and prosperous future in which global temperature rise is limited to 1.5 degrees Celsius.
About the Programme Manager Role
The Programme Manager will join Climate Catalyst’s European programme team and contribute to strategies designed to reduce emissions from heavy-emitting industries across Europe.
The position will focus primarily on AI and climate governance. While direct experience in this area is preferred, it is not an absolute requirement. The successful candidate will be expected to develop expertise in the rapidly evolving relationship between artificial intelligence, technology policy and climate action.
The Programme Manager will take the lead in delivering activities and outputs targeting European Union institutions and stakeholders.
The role reports to the Head of Business and Investor Engagement and is offered on a full-time basis, requiring approximately 40 hours per week.
Key Responsibilities
A major component of the position will involve identifying policy opportunities and contributing to strategic policy positions and recommendations for decision-makers and influential stakeholders.
The Programme Manager will research and analyse developments relating to AI, climate governance and European policy. This includes building knowledge around policy mechanisms such as the Cloud and AI Development Act and the EU Tech Sovereignty Package.
The successful candidate will also translate complex research and policy developments into accessible public-facing briefings for policymakers, civil society organisations and private-sector stakeholders.
Another important responsibility will be working with NGO partners to develop policy positions and coordinate advocacy activities focused on climate and AI. The Programme Manager will also help strengthen private-sector engagement throughout the programme.
Stakeholder mapping and analysis will be central to the role. The successful candidate will identify businesses, investors, trade associations, business NGOs and other actors whose engagement could help advance Climate Catalyst’s policy objectives.
Candidate Requirements
Climate Catalyst is seeking candidates with at least five years of experience working on European Union policymaking processes.
Applicants should ideally have experience in advocacy involving emerging technology, artificial intelligence and climate policy at either the Brussels or member-state level.
Demonstrated experience engaging policymakers and civil society in climate-related policy advocacy is required. Experience working with private-sector organisations is considered an advantage.
Candidates should also have experience working within multidisciplinary teams and delivering organisation-wide strategies.
Knowledge of AI and climate issues, industrial decarbonisation policies or other relevant European policy areas will be valuable.
The organisation is also looking for someone who can work independently while collaborating effectively with others. Strong interpersonal and communication skills are essential, particularly the ability to explain complex policy issues to non-specialist audiences.
Remote Work and Location Requirements
The position is fully remote, with financial support available for coworking spaces.
However, applicants must have the legal right to work in the European country where they reside. This means the position is not presented as a global remote role and may not be suitable for candidates who are currently based outside Europe without existing European work authorization.
English is the organisation’s working language. Fluency in another European language is highly valued but is not mandatory.
The role also requires travel, including anticipated international work trips during the contract period. Travel to European Union institutions in Brussels and meetings with European partners and businesses are also likely.
Salary and Benefits
The starting salary is EUR 64,400, although compensation will be adjusted according to the employee’s location and relevant local salary bands.
