Climate professionals, policy specialists, researchers, and experienced programme managers have an opportunity to join Climate Caucus as a Programs & Policy Senior Manager. The organization is seeking a highly motivated professional with strong policy analysis, programme development, research, and stakeholder engagement experience to help strengthen climate initiatives across Canada.

This is a full-time, fully remote position with a starting annual salary of $75,000–$80,000, depending on experience. However, applicants must live and be able to work in Canada.

About Climate Caucus

Climate Caucus is a national, non-partisan nonprofit organization working at the intersection of local democracy and climate policy.

The organization supports local elected leaders across Canada in developing and advocating for climate initiatives at municipal, provincial, and federal levels. Its work focuses on helping communities become more resilient, healthy, regenerative, decarbonized, and socially just.

The Programs & Policy Senior Manager will contribute directly to this mission by overseeing research and community programmes while developing initiatives that respond to the evolving needs of local elected leaders.

About the Programs & Policy Senior Manager Role

This is a strategic and hands-on position for someone who can combine detailed policy analysis with programme management and stakeholder engagement.

The successful candidate will oversee Climate Caucus’ portfolio of research and community programmes, improve existing offerings, and design new initiatives based on emerging needs.

The role requires someone who can move comfortably between analysing complex policy recommendations and facilitating conversations with stakeholders from different sectors and levels of government.

Key Responsibilities

Programme and Project Management

Approximately 35% of the role will focus on programme and project management.

Responsibilities include:

  • Managing Climate Caucus programmes, initiatives, working groups, and multi-year projects.
  • Developing frameworks for new programmes and projects.
  • Designing research projects and multi-stakeholder engagement initiatives.
  • Identifying emerging needs among members and developing appropriate responses.
  • Collaborating with communications, public affairs, and advocacy teams.
  • Evaluating programme outcomes.
  • Making recommendations to the Executive Director and senior leadership.

The successful candidate will need to manage several priorities simultaneously while ensuring projects remain aligned with broader organizational objectives.

Research and Policy Analysis

Research and policy analysis will account for another significant part of the position.

The Senior Manager will monitor emerging trends, legislation, research, and sector developments and use this knowledge to strengthen Climate Caucus programmes and policy work.

Responsibilities include:

  • Leading or contributing to policy research projects.
  • Applying emerging policy developments to programmes and organizational decisions.
  • Reviewing research and policy analysis for quality and accuracy.
  • Providing guidance and coaching to a staff member conducting research.
  • Translating policy research into practical resources.
  • Supporting the development of handbooks and policy briefs.
  • Turning legislative developments into accessible information for members.

The ability to communicate complex policy issues clearly to non-specialist audiences will therefore be essential.

Strategic Relationship Development

The position also involves building strong relationships with stakeholders across Canada’s climate and public policy landscape.

The Senior Manager will analyse member feedback and turn conversations into strategic recommendations that can influence programmes, resources, policies, and organizational priorities.

  • Government partners
  • Non-governmental organizations

  • Policy stakeholders
  • Other strategic partners

Strong listening, communication, relationship-building, and synthesis skills will be important for success.

Staff and Vendor Management

The successful candidate will manage one direct report and support their professional development and performance.

The role will also involve managing multiple external vendors, including overseeing budgets, maintaining relationships, and ensuring high-quality deliverables.

This makes prior experience supervising staff, contractors, consultants, or project partners particularly valuable.

Candidate Requirements

Climate Caucus is seeking candidates with significant experience in policy analysis, research, programme management, and stakeholder engagement.

Applicants should have:

  • At least five years of experience analysing or writing policy or accessible research materials.
  • At least three years of experience managing multi-year programmes and projects involving complex stakeholders.
  • Knowledge of the Canadian municipal and climate policy landscape.

  • Experience mentoring or managing team members is an advantage.
  • French language skills are considered an asset.

Most importantly, candidates must live and be able to work in Canada.
