Último Recurso is a climate justice organisation that works at the intersection of law, advocacy, and public engagement. About the Project
The “No Plans, No Future” project focuses on Municipal Climate Action Plans (PMACs) in Portugal. Under the Portuguese Climate Framework Law, municipalities are required to adopt climate action plans outlining mitigation and adaptation strategies. These plans are intended to guide local responses to climate risks such as heatwaves, droughts, floods, and wildfires.
Despite a legal requirement for all municipalities to have approved PMACs by February 1st, 2024, a significant number of municipalities still lack published or accessible plans. Many of these areas are among the most climate-vulnerable, facing environmental pressures that directly affect livelihoods, infrastructure, and public safety.
The project aims to systematically assess the status of municipal climate planning across Portugal, identifying gaps in compliance and transparency. It also seeks to mobilise youth groups, civil society organisations, and local communities to demand accountability from local governments.
Key objectives include improving public access to climate governance information, increasing pressure on municipalities to publish their plans, and strengthening citizen participation in environmental decision-making. Ultimately, the project aims to ensure that no community is left without a structured response to climate threats.
Role Overview
The Communications Officer will be responsible for executing and coordinating all communications activities for the project. This includes translating complex legal, scientific, and policy content into clear, engaging, and accessible messaging tailored to different audiences, including the general public, media outlets, donors, and institutional stakeholders.
The role requires a strong ability to interpret technical climate and legal materials and transform them into compelling narratives that support advocacy objectives. The officer will work closely with the Chief Marketing and Growth Officer to ensure consistency in tone, messaging strategy, and branding across all communication channels.
This is a fully remote, task-based consultancy role. Work will be structured around deliverables rather than fixed hours, allowing flexibility while maintaining clear deadlines and outputs.
Key Responsibilities
The Communications Officer will carry out a wide range of tasks across digital, editorial, and strategic communications functions.
Digital Communication Management
- Manage content across multiple platforms, including Instagram, LinkedIn, TikTok, newsletters, and the official project website
- Ensure consistent messaging aligned with campaign strategy and legal milestones
- Develop and maintain a structured content calendar tied to litigation phases and advocacy events
Content Creation and Editing
- Draft, edit, and publish social media posts, newsletters, blog articles, and public updates
- Translate legal documents, scientific findings, and policy reports into accessible public communication
- Write long-form explainers and educational materials for public audiences
- Ensure clarity, coherence, and accuracy in all published materials
Media and Press Support
- Draft press releases, media briefs, and background documents for journalists
- Support media outreach efforts under the supervision of senior communications staff
- Monitor media coverage related to climate litigation and municipal climate policy
- Maintain a structured media tracking and reporting system
Institutional and Stakeholder Communication
- Prepare donor decks, briefing notes, and presentation materials
- Coordinate messaging with internal teams to ensure accuracy and alignment
- Maintain consistency in institutional voice across all communication outputs
Website and Data Reporting
- Update website content, including case developments and campaign updates
- Track engagement metrics across digital platforms
- Prepare periodic reports summarising communication performance and reach
Visual Communication Support
- Develop or coordinate production of visual materials such as infographics or campaign graphics
- Ensure all visual outputs align with branding guidelines
- Collaborate with designers or external creatives when required
Required Skills and Experience
Applicants should demonstrate strong competencies in communication and advocacy, including:
- Excellent written and verbal English communication skills
- Ability to simplify complex legal, environmental, and policy content
- Experience managing digital communication channels or campaigns
- Familiarity with climate change, environmental law, or advocacy contexts
- Strong organisational and time-management skills
- Ability to work independently in a remote and flexible environment
- Attention to detail and consistency in messaging and tone
