About the Consultancy Opportunity
CIVICUS is seeking a Learning & Community Design Consultant to help design the future structure of the WeRise Global FoPA Solidarity Infrastructure.
The consultant will lead a participatory design process involving grassroots organisations and social movements to understand their needs, aspirations, and relationships.
The assignment will focus on creating a movement-led global community model that encourages:
- Shared leadership.
- Collaboration and mutual support.
- Sustainable participation.
- Stronger grassroots connections.
- Collective action across regions.
The consultancy will involve research, facilitation, community engagement, and strategic planning.
Key Responsibilities
Conduct Participatory Community Assessment
The consultant will assess the current WeRise network by:
- Mapping relationships among members.
- Understanding community strengths and challenges.
- Identifying member priorities and aspirations.
- Exploring opportunities for deeper collaboration.
The assessment will help establish a strong foundation for the future community model.
Lead Inclusive Listening and Engagement Processes
The successful consultant will design and facilitate engagement activities that encourage diverse voices to participate.
Responsibilities include:
- Creating safe spaces for dialogue.
- Gathering perspectives from different regions and communities.
- Building trust among network members.
- Ensuring grassroots organisations influence the final design.
Co-Create the Community Model
The consultant will work collaboratively with stakeholders to define:
- Community purpose and identity.
- Governance structures.
- Ways of working.
- Member engagement approaches.
- Shared values and principles.
The goal is to create a model that reflects the needs and experiences of grassroots movements.
Develop a Community Engagement Framework
The consultant will develop strategies to maintain active participation and shared ownership.
This will include:

- Long-term participation strategies.
Produce Strategic Implementation Roadmap
The consultant will prepare a roadmap outlining:
- Implementation phases.

The final recommendations will guide CIVICUS and partners in building a strong global solidarity infrastructure.
Required Qualifications and Experience
CIVICUS is looking for a consultant with extensive experience in participatory approaches and movement development.
Ideal candidates will have:
- Proven experience in community organising and movement building.
- Strong facilitation and participatory learning skills.
- Experience designing Communities of Practice or collaborative networks.
- Knowledge of civic space, human rights, and social movements.
- Experience facilitating multicultural and international engagements.
- Strong qualitative research and analytical skills.
- Excellent report writing abilities.
Additional experience in:
- Human-centred design.
- Systems thinking.
- Participatory design methodologies.
