Organizations working in international development and humanitarian assistance rely on independent evaluations to measure the effectiveness and impact of their programmes. A consultancy opportunity from Christian Aid Ireland invites qualified evaluation teams to conduct the final evaluation of its ICSP Development and Humanitarian Programmes funded under Ireland’s Civil Society Partnership initiative.
This consultancy offers monitoring and evaluation professionals the chance to assess multi-country programmes and contribute to improving humanitarian and development strategies.
About Christian Aid Ireland
Christian Aid Ireland is part of the global Christian Aid network that works to address poverty, injustice, and humanitarian crises around the world. The organization collaborates with local partners and communities to deliver programmes that promote sustainable development, humanitarian response, and social justice.
Through partnerships with civil society organizations, Christian Aid Ireland supports initiatives that aim to strengthen resilience, reduce poverty, and improve the wellbeing of vulnerable populations.
Overview of the ICSP Programme
The consultancy focuses on evaluating Christian Aid Ireland’s participation in the Ireland’s Civil Society Partnership (ICSP) for A Better World programme. This initiative is funded by Irish Aid and supports long-term development and humanitarian programmes implemented by civil society organizations.
The ICSP programme runs for five years from January 2023 to December 2027 and is implemented through 37 partner organizations across ten countries.
The initiative includes several funding streams aimed at supporting both long-term development and rapid humanitarian responses.
Programme Funding Streams
The ICSP programme is structured around four key funding streams:
- Stream 1: Five-year development programme
- Stream 2: Five-year humanitarian programme
- Stream 3: Short-term humanitarian responses to urgent crises
- Stream 4: Global Citizenship Education programme on the island of Ireland
The consultancy described in this opportunity focuses specifically on Streams 1, 2, and 3.
Purpose of the Evaluation
As the programme approaches its final phase, Christian Aid Ireland intends to commission independent evaluations to assess the relevance, effectiveness, and performance of its initiatives.
These evaluations will help the organization:
- Understand the impact of its programmes
- Identify strengths and areas for improvement
- Inform future programme design and funding strategies
- Provide accountability to donors and partners
The evaluation findings will play a key role in strengthening future humanitarian and development work.
Two Evaluation Lots
Christian Aid Ireland is inviting proposals for two separate evaluation assignments. Applicants may submit proposals for one or both.
Lot A: Development Programme Evaluation
This evaluation will focus on Stream 1, the five-year development programme. The assessment will examine how effectively the programme has contributed to development outcomes in partner countries.
Key areas of analysis may include:
- Programme relevance and strategic alignment
- Effectiveness of development interventions
- Partnerships with local organizations
- Sustainability of programme results
Lot B: Humanitarian Programme Evaluation
This evaluation will examine Streams 2 and 3, which cover humanitarian programmes and emergency responses.
The evaluation will focus on:
- The effectiveness of long-term humanitarian programming
- The responsiveness and efficiency of short-term crisis interventions
- Coordination with local partners and stakeholders
- Lessons learned from humanitarian operations
Portfolio-Level Report
Following completion of both evaluations, Christian Aid Ireland will commission an additional consultancy to produce a portfolio-level report.
This final report will combine insights from:
- The development programme evaluation (Lot A)
- The humanitarian programme evaluation (Lot B)
- A separate evaluation of the Global Citizenship Education programme (Stream 4)
Although this consolidated report is not included in the current consultancy scope, the selected evaluation teams will be required to contribute one to two days of input to support the cross-stream analysis.
The same teams may also be invited to apply for the separate consultancy responsible for producing the final portfolio report.
Ideal Candidates for the Consultancy
The opportunity is suitable for experienced evaluation professionals and teams with expertise in international development and humanitarian programming.
Strong candidates will typically have:
- Experience conducting programme evaluations in development or humanitarian sectors
- Expertise in monitoring and evaluation methodologies
- Experience assessing multi-country or partnership-based programmes
- Strong analytical and report-writing skills
- Ability to engage with multiple stakeholders including NGOs and donors
Evaluation teams with experience working with civil society organizations or international donors may have an advantage.
Why This Evaluation Matters
Independent evaluations play a crucial role in improving programme effectiveness and ensuring transparency in international development. By assessing the impact and relevance of these programmes, evaluators help organizations learn from their experiences and strengthen future initiatives.
Through this consultancy, evaluators will contribute to improving the impact of programmes implemented by Christian Aid Ireland and funded by Irish Aid, supporting vulnerable communities across multiple countries.
