Save the Children Multi-Year Evaluation Consultancy 2026: Afghanistan Humanitarian Programme Evaluation

Save the Children is seeking qualified consultants, research organisations and evaluation teams for a major multi-year evaluation of a Program Based Approach (PBA) introduced in humanitarian programming in Afghanistan. The consultancy will examine how flexible, multi-year and needs-based programming can improve humanitarian response, organisational effectiveness and outcomes for children.

The evaluation will run from October 2026 to December 2028 and will examine the implementation of the PBA pilot in Afghanistan, including its programme, organisational, partnership and systems dimensions. The estimated consultancy budget is NOK 1.2 million, including 25% VAT.

Multi-Year Humanitarian Evaluation Consultancy

The evaluation will assess the introduction of the Program Based Approach by Redd Barna (Save the Children Norway) in Afghanistan. The approach seeks to move humanitarian programming away from fragmented project-based funding towards a more adaptive, holistic, flexible, multi-year and needs-based model.

The evaluation is both formative and summative. This means the selected evaluation team will provide ongoing learning and recommendations during implementation while also assessing the overall results and impact of the approach.

The assignment will examine how the PBA works across the Afghanistan Country Office, partners, Redd Barna Norway and Save the Children International systems, structures and governance arrangements.

Key Evaluation Objectives

The evaluation will focus on four major areas.

The first is assessing the relevance, design and early implementation of the PBA in Afghanistan. This includes examining whether the approach is appropriate for the country’s humanitarian and operational environment and whether relevant stakeholders share a common understanding of its objectives and principles.

The second objective is to examine whether the PBA has improved flexibility, efficiency and adaptive management. The evaluation will consider how financial, awards, MEAL, supply chain, HR, risk and compliance systems enable or constrain flexible programming.

The third objective is to assess how the PBA has contributed to strategic programme outcomes and goals. This includes examining programme achievements that can be attributed fully or partially to the approach and whether it has supported more agile responses to changing humanitarian needs.

Finally, the evaluation will identify actionable recommendations for future PBA design, scale-up and institutionalisation across the organisation and its partners.

Scope of the Consultancy

The evaluation will cover the period from October 2026 to December 2028, including the initial rollout and implementation of the PBA and planning for the final implementation year.

The geographic scope includes Afghanistan and Norway, with work in Afghanistan covering Kabul, Faryab, Jawzjan and Sari-Pul.

Key thematic areas include programme design and management, partnerships, localisation, operational systems, resource allocation, financial flexibility, decision-making, MEAL, adaptive management and child-level outcomes.

The evaluation will also include a literature-based comparison examining how other NGOs and institutional donors have implemented similar multi-year humanitarian approaches.

Expected Methodology and Deliverables

The evaluation team is expected to use a mixed-methods approach, combining qualitative and quantitative research with comparative analysis.

Potential methods include document reviews, key informant interviews, workshops, participatory approaches where safe and appropriate, organisational mapping, decision-flow analysis, transaction-cost analysis and contribution or theory-based evaluation.

Safeguarding, child rights, gender, equity, ethics and data protection must be integrated throughout the evaluation.

Major deliverables will include an Inception Report in 2026, a Mid-Term/Periodic Report in 2027, and a Final Evaluation Report in 2028.

The final outputs will also include a practical recommendation brief on implementing PBA in humanitarian contexts, presentations and validation workshops, as well as raw data and methodological annexes in line with evaluation requirements.

Who Should Apply?

The consultancy is open to organisations, institutions and consultant teams with the required combination of expertise.

The proposed team should include a senior lead evaluator with experience in humanitarian programming, funding modalities and PBA; specialists in MEAL, finance and award management; a child rights, localisation and gender/inclusion expert; and national researchers in Afghanistan or professionals with substantial Afghanistan evaluation experience.

Applicants must demonstrate experience conducting humanitarian evaluations, working in complex and insecure environments, collecting and analysing data, and applying safeguarding and ethical research standards.

The team must also be able to operate in Afghanistan and Norway during the multi-year assignment and comply fully with relevant data protection requirements, including GDPR.

Consultancy Budget and Application Deadline

The estimated budget for the assignment is NOK 1.2 million, including 25% VAT, covering consultancy-related expenses, including field travel and security costs.

The application deadline is 28 September 2026.

Applicants must submit a maximum three-page Expression of Interest explaining their understanding of the assignment, proposed methodology, team composition, estimated level of effort and timeline, together with documentation demonstrating GDPR compliance.
