IGES seeks Implementation Plan for Philippines Forest Carbon Market Roadmap | 15 July 2026

A new international consultancy has been announced to support the development of an implementation plan for the Philippines’ Readiness for Forest Carbon Market Roadmap (2026–2030). The assignment is led by the Institute for Global Environmental Strategies under the Collaborative Instrument for Ambitious Climate Action (CiACA) initiative in partnership with UN climate governance stakeholders.

This role is part of broader global efforts to strengthen carbon pricing mechanisms and support countries in meeting their climate commitments under the Paris Agreement.

Background and Context

The consultancy focuses on supporting the Philippines in operationalizing its emerging forest carbon market framework. The country has committed to ambitious emissions reduction targets under its Nationally Determined Contribution (NDC), aiming for significant reductions by 2030 with international support.

The government is currently developing a comprehensive carbon pricing system, including potential emissions trading mechanisms and voluntary forest carbon markets. Two key regulatory instruments guide this transition:

• DAO 2026-02: Establishes the national roadmap for voluntary forest carbon market readiness (2026–2030)
• DAO 2026-05: Provides operational guidelines for forest carbon credit project registration and monitoring

Together, these policies aim to build a structured, transparent, and inclusive carbon market system aligned with international standards.

Purpose of the Assignment

The consultancy will support the Forest Management Bureau (FMB) under the Department of Environment and Natural Resources (DENR) in developing a comprehensive implementation plan for DAO 2026-02.

Key objectives include:

• Translating the roadmap into a phased and actionable implementation strategy
• Identifying institutional and regulatory gaps in current systems
• Assessing capacity-building needs across key agencies and stakeholders
• Designing targeted interventions to strengthen implementation readiness
• Facilitating stakeholder validation through national consultations

The assignment is designed to ensure that the forest carbon market framework is both operationally feasible and institutionally coordinated.

Scope of Work

The consultant will undertake a wide range of tasks covering policy analysis, institutional mapping, capacity assessment, and stakeholder engagement.

Key components include:

• Reviewing national policies, including DAO 2026-02, DAO 2026-05, and related legislation
• Mapping institutional roles across agencies such as DENR, NCIP, LGUs, and the Climate Change Commission
• Assessing technical and regulatory gaps in carbon market governance
• Developing a phased implementation plan with timelines, responsibilities, and resource needs
• Designing a monitoring and evaluation framework with clear indicators
• Conducting capacity-building needs assessments for government institutions
• Facilitating stakeholder consultations and a national validation workshop

A strong emphasis is placed on coordination between institutions and alignment with Article 6 of the Paris Agreement.

Key Deliverables

The consultancy will produce several structured outputs over approximately 13 weeks:

• Inception report and workplan
• Regulatory and institutional stocktake report
• Draft implementation plan and capacity assessment
• Validation workshop report
• Final implementation plan and report

The final document will be published for broader dissemination through UNFCCC-related platforms.

Required Expertise

Applicants are expected to have advanced academic and professional qualifications in fields such as:

• Forestry or environmental science
• Climate policy or environmental economics
• Sustainable development or public policy

Strong technical expertise is required in:

• Forest carbon governance and REDD+ mechanisms
• Article 6 of the Paris Agreement and carbon market frameworks
• Institutional and regulatory policy analysis
• Capacity-building assessments in government systems
• Multi-stakeholder engagement, including Indigenous Peoples and local governments

Experience in the Asia-Pacific region and familiarity with Philippine environmental governance frameworks is considered an advantage.
