Working across Asia and Africa, IDinsight operates in sectors such as health, education, agriculture, governance, sanitation, and financial inclusion. Its work spans the full data and evidence lifecycle, including data collection, monitoring and evaluation systems, data science, and AI-enabled tools for social impact.

The organization consists of approximately 250 professionals working across nearly two dozen countries, supporting partners in improving programs, identifying what works, and scaling high-impact interventions.

Role Overview

The Operations Manager is a senior leadership role responsible for overseeing all people operations and organizational systems for IDinsight’s Southeast Asia (SEA) office. The position combines strategic leadership with hands-on execution, requiring the ability to design systems, manage teams, ensure compliance, and support a positive and inclusive workplace culture.

This role is central to ensuring that the SEA office runs smoothly, efficiently, and in alignment with both local requirements and global organizational standards. The Operations Manager also serves as a key partner to regional and global leadership teams.

Key Responsibilities

1. People Operations Strategy & Leadership

The Operations Manager will lead the full employee lifecycle strategy, including recruitment, onboarding, performance management, compensation, benefits, and offboarding processes. They will oversee office administration, employee relations, and internal policies.

The role includes direct management of a small operations team, typically including an Administrative Lead and Administrative Assistant. The manager will provide coaching, performance feedback, and clear direction to ensure high-quality execution across all operational functions.

They will also serve as the escalation point for sensitive or complex HR matters, requiring strong judgment, discretion, and leadership.

2. Recruitment and Talent Pipeline Development

The Operations Manager will proactively develop and maintain talent pipelines to ensure the organization can attract and retain high-quality candidates. This includes overseeing recruitment systems, identifying talent needs early, and building networks to reduce hiring delays.

3. Systems, Policies, and Operational Improvement

A core responsibility of the role is to design and improve operational systems and internal processes. The Operations Manager will identify inefficiencies, develop solutions, and implement structured workflows that enhance productivity and accountability.

Documentation and process standardization are key expectations, ensuring that operational knowledge is clearly recorded and consistently applied.

4. Compliance, Legal, and Financial Oversight

The role involves ensuring full compliance with Philippine labor laws, tax requirements, and regulatory obligations. The Operations Manager will coordinate with external legal and payroll providers, manage compliance documentation, and support government filings and registrations.

They will also support financial operations, including budgeting, vendor management, and payment processes, working closely with the finance team to ensure accuracy and compliance.

5. Culture and Employee Experience

The Operations Manager plays a central role in shaping workplace culture. They will gather and analyze employee feedback, support engagement initiatives, and lead improvements in employee experience.

This includes organizing internal events, supporting staff well-being initiatives, and working closely with diversity, equity, and inclusion groups to strengthen organizational culture.

The role also requires being a trusted point of contact for employee concerns and ensuring that feedback is translated into meaningful organizational action.

6. Strategic Partnership with Leadership

The Operations Manager will act as a thought partner to regional and global leadership teams, contributing operational insight to strategic decision-making. They will identify risks, evaluate trade-offs, and translate organizational priorities into actionable plans.

This requires strong communication skills, strategic thinking, and the ability to balance long-term planning with immediate operational needs.


Location: Makati City, Metro Manila, Philippines (Hybrid/In-person expected)
Employment Type: Full-time (initial 6-month contract, renewable)

Qualifications

Education and Experience

  • Bachelor’s degree required
  • Master’s degree in HR, Business Administration, Public Policy, or related field preferred
  • 6–8 years of experience in operations, HR, or people management
  • At least 3 years in a managerial or leadership role

Technical Skills

  • Strong proficiency in Google Workspace and Microsoft Office
  • Experience with HR systems (e.g., BambooHR, Lattice) is an advantage
  • Knowledge of Philippine labor law and regulatory compliance strongly preferred
  • Experience managing external legal, payroll, or compliance vendors is beneficial
  • Exposure to budgeting and financial processes is an asset

Leadership and Management

  • Demonstrated ability to lead teams and coach staff effectively
  • Strong judgment and ability to handle sensitive HR matters
  • Experience managing multiple projects and operational workstreams simultaneously
  • Proven ability to solve problems proactively and independently

Communication

  • Excellent written and verbal communication skills
  • Ability to engage confidently with senior leadership and provide data-informed recommendations

Work Arrangement

This position is based in Makati City, Philippines, and is primarily in-person due to the nature of operational responsibilities. Hybrid arrangements may be considered in certain cases.

Candidates must already be legally authorized to work in the Philippines, as visa sponsorship is not available.

Contract and Compensation

The initial contract duration is six months, with the possibility of extension or conversion to a permanent role depending on performance and organizational needs. Compensation and benefits are competitive within the international development sector.
