C40 Cities is seeking an experienced and equity-driven professional to serve as Senior Manager, Inclusive Climate Action (ICA) – Africa. This role sits within C40’s Inclusion and Global Leadership department and is based in Kenya, with remote working arrangements. The position offers an opportunity to shape climate adaptation and resilience efforts across African cities through an inclusive, justice-centred lens.

The Inclusive Climate Action (ICA) Programme is grounded in the principle that climate justice and social justice are inseparable. The programme supports cities to design and implement climate policies that address structural inequalities while delivering mitigation, adaptation, and resilience outcomes.

Role Overview
The Inclusive Climate Action Senior Manager for Africa serves as the primary focal point for equity and inclusion within C40’s Resilient Urban Futures Programme in the region. The role provides strategic leadership, technical expertise, and coordination support to ensure climate adaptation efforts are inclusive, community-driven, and aligned with just transition principles.
The post holder works closely with city officials, C40 programme teams, consultants, and partners to mainstream inclusive climate action across city climate action plans (CAPs) and implementation processes.
Key Responsibilities
Technical Leadership and Advisory
- Support African cities in implementing priority climate adaptation actions identified in their Climate Action Plans
- Ensure equity and inclusivity are embedded in adaptation policies, programmes, and delivery mechanisms
- Provide technical guidance on climate risk assessments, vulnerability analyses, and adaptation planning with strong socio-economic considerations
- Design and oversee tailored technical assistance projects that advance inclusive and high-impact adaptation interventions
- Contribute to capacity building through workshops, training sessions, and peer-learning exchanges
- Act as a policy expert on key ICA themes, including:
- Just transition
- Gender equity
- Informality
- Loss and damage
- Green jobs
- Disability inclusion
Coordination and Programme Management
- Coordinate ICA-related activities across the Resilient Urban Futures programme and ensure alignment with C40 global approaches
- Develop annual workplans, track progress against KPIs, and document programme impact for funders and partners
- Mainstream ICA principles across programme workstreams through close collaboration with internal teams
- Identify pilot initiatives that strengthen inclusive city governance and community collaboration on adaptation
- Capture lessons learned and promote cross-city knowledge sharing within C40 networks and platforms
Stakeholder Engagement and Partnerships
- Build and manage strategic partnerships with city governments, civil society organisations, community groups, and private sector actors
- Convene and influence diverse stakeholders to advance inclusive climate adaptation agendas
- Support mayoral leadership on just transition and climate justice through policy analysis and advisory input
- Engage actively in regional and global forums to amplify best practices and strengthen collaboration
Organisational Support
- Support the ICA Deputy Director and Programme Director with reporting, donor engagement, and partnership development
- Contribute to C40’s broader organisational strategy, business plan, leadership standards, and performance indicators
- Undertake additional duties as required to advance equitable urban climate action
Person Specification
The ideal candidate will demonstrate:
- Proven experience working with municipal governments in Africa on climate action, adaptation, or resilience initiatives
- Strong understanding of African climate contexts and debates on equity and just transition
- Experience translating technical climate data into policy, planning, or investment decisions
- Expertise in participatory and inclusive stakeholder engagement processes
- Excellent project management, organisational, and communication skills
- Ability to work independently while collaborating effectively across diverse teams and cultures
- Fluency in English and the relevant local language
- Legal right to work in Kenya and willingness to travel occasionally
Contract and Location
- Contract type: Fixed-term, ending 30 June 2029
- Location: Kenya (remote)
- Reporting to: Deputy Director, Inclusive Climate Action
- Salary: KSH 6,302,899 gross per annum (Grade 3, spot salary model)
