The Basel Institute on Governance is seeking a National Carbon Markets Expert for Indonesia to support a global project focused on strengthening transparency and preventing corruption in carbon markets. This consultancy role is part of an international initiative aimed at improving governance and accountability in environmental markets and climate finance systems.
The consultant will collaborate with international experts and contribute to research, stakeholder consultations, and policy analysis that will help shape global guidelines for mitigating corruption risks in carbon markets.

The Basel Institute on Governance is a globally recognized centre of expertise focused on promoting good governance, integrity, and anti-corruption practices. Established in 2003 in Basel, Switzerland, the institute works with partners worldwide to advance research, policy development, and practical solutions related to corruption prevention and asset recovery.
The organization operates internationally with a diverse team representing over 30 nationalities. It is also an Associated Institute of the University of Basel, further strengthening its research and academic partnerships.
One of its key initiatives is the Green Corruption Programme, which focuses on corruption risks in environmental sectors such as:

Project Overview: Carbon Markets Corruption Risks Mitigation Guidelines
Carbon markets are increasingly used as market-based solutions to address climate change and forest loss. However, many carbon market systems have faced challenges related to transparency, governance, and corruption risks.
The current project aims to:
- Identify corruption patterns in carbon markets
- Strengthen governance and oversight mechanisms
- Improve transparency and accountability across carbon trading systems
The project will conduct consultations in three key countries:
- Indonesia
- Ghana
- Cameroon
In addition, international consultations will be held with global stakeholders such as regulators, certification bodies, and policy institutions.
The final outcome will be the development of global corruption risk mitigation guidelines for carbon markets. These guidelines will support advocacy efforts and help policymakers strengthen governance frameworks while ensuring fair benefit-sharing for local communities.
Role of the National Carbon Markets Expert
The selected consultant for Indonesia will work closely with the Green Corruption team at the Basel Institute on Governance as well as international carbon market experts.
Key responsibilities include:
- Conducting stakeholder mapping within the Indonesian carbon market ecosystem
- Analyzing financial structures and governance mechanisms within the market
- Identifying corruption risks and policy gaps
- Supporting consultations with key national stakeholders
- Drafting country-specific corruption risk assessment reports
The consultant will also contribute insights to the development of global guidelines that can be adapted to different national contexts.
Key Activities and Timeline
The consultancy will run for approximately 30 working days between March and December 2026. The work will be divided across several stages:
- Stakeholder Mapping (March–April 2026)
Identification of key actors involved in Indonesia’s carbon market ecosystem. - Policy and Governance Analysis (March–April 2026)
Review of national regulations, governance processes, and vulnerabilities in carbon market operations. - Methodology Adaptation (April 2026)
Tailoring the Green Corruption programme’s research methodology to the Indonesian context. - In-Country Stakeholder Consultations (May 2026)
Participation in consultations with policymakers, industry representatives, NGOs, and community stakeholders. - Corruption Risk Assessment Report (June 2026)
Drafting a country-specific report outlining risks and governance gaps. - Contribution to Global Guidelines (July–December 2026)
Providing feedback and insights to support the development of international anti-corruption guidelines for carbon markets.
Required Qualifications and Experience
Applicants must demonstrate strong expertise in carbon markets and environmental governance.
Key qualifications include:
- At least five years of experience working in the carbon market sector
- Strong knowledge of:
- Carbon credit systems
- Carbon offset methodologies
- Compliance frameworks and emissions trading schemes (ETS)
- Voluntary carbon markets (VCM)
Additional requirements include:
- Advanced analytical skills in policy and regulatory analysis
- Experience engaging with diverse stakeholders such as policymakers, industry actors, and NGOs
- Strong understanding of carbon market governance structures
Experience in anti-corruption work or corruption risk analysis is considered an advantage.
