The consultancy will run from 1 September to 30 October 2026 and will be delivered remotely and in Syria. Applications are due by 24 August 2026.

About the Consultancy

The selected consultant will lead a participatory process to develop an Inter-Group Dialogue Facilitation Framework and Manual.

The framework will be grounded in the experiences, priorities, and realities of women leaders involved in community reconciliation processes. Rather than producing a purely theoretical resource, the assignment aims to create practical guidance that women-led organizations can use when designing and facilitating community reconciliation and inter-group dialogue activities.

The consultant will begin by consulting women leaders and local networks to understand the practical considerations, challenges, risks, and safeguards involved in community reconciliation.

The findings will then inform the development of the framework and manual, followed by training for Badael’s facilitation team.

Key Areas of Work

The consultancy will be implemented in four phases.

Phase I: Consultations and Context Assessment

The consultant will begin by reviewing Badael’s existing Justice-Based Reconciliation Strategy and Roadmap, project framework, and relevant materials.

They will then design a consultation methodology and tools to gather input from selected women and local networks involved in implementing the roadmap.

These consultations will take place across four locations and will help identify the realities, needs, challenges, and opportunities that should shape the dialogue framework.

Phase II: Framework and Manual Development

Using the consultation findings, the consultant will develop an Inter-Group Dialogue Facilitation Methodology and Framework Manual.

The manual will be grounded in several key principles, including:

  • Feminist approaches
  • Justice-based reconciliation
  • Trauma-informed practice
  • Conflict sensitivity
  • Community participation
  • Inclusion and meaningful participation

The final resource is intended to be practical and accessible for women leaders and women-led organizations working at the community level.

Phase III: Training of Facilitators

The consultant will design and deliver an intensive Training of Facilitators for Badael’s facilitation team.

The training will focus on helping facilitators understand and apply the newly developed framework. It will also strengthen their ability to adapt the methodology to different local contexts.

Following the training, Badael’s facilitators will conduct four workshops with participating women-led groups.

Phase IV: Technical Support and Finalization

The consultant will provide limited technical accompaniment while Badael’s facilitation team begins applying the framework.

This support will focus on addressing methodological or contextual challenges that emerge during implementation.

The consultant will then use feedback and lessons from the initial application to revise and finalize the framework and manual.

Required Experience

Badael is seeking a specialist with a strong professional background in reconciliation, dialogue, peacebuilding, and justice-related programming.

Applicants should demonstrate experience in:

  • Justice-based community reconciliation.
  • Inter-group and community dialogue.
  • Transitional justice.

Strong Knowledge of Syria Required

A particularly important requirement is excellent knowledge of the Syrian context.

Applicants should understand Syria’s social and political dynamics, justice-related challenges, inter-group relations, and community-level realities.

Knowledge of the Syrian women’s and feminist movement is also required. This includes understanding the movement’s development, diversity, experiences, and contribution to justice, peacebuilding, and community reconciliation.

This contextual expertise will be essential for ensuring that the dialogue framework is appropriate, realistic, conflict-sensitive, and responsive to the needs of women and communities in Syria.

Language Requirement

Excellent written and spoken Arabic is required.

The successful consultant must also be capable of translating complex concepts related to reconciliation and dialogue into practical tools that community actors and facilitators can understand and apply.

Strong communication and writing skills will therefore be important throughout the assignment.

Contract and Timeline

The consultancy is scheduled to run from 1 September through 30 October 2026.

The position is described as remote and Syria-based, providing flexibility while requiring the consultant to have the contextual knowledge and access necessary to support work in Syria.
