The Humanitarian Logistics Cooperative (hulo) is inviting experienced consultants to apply for an exciting international consultancy focused on assessing the digital readiness of supply chains within humanitarian organizations. The Humanitarian Logistics Cooperative, commonly known as hulo, is the first humanitarian European Cooperative Society established in 2021. The organization brings together leading humanitarian agencies to improve the efficiency and effectiveness of humanitarian logistics and supply chain systems.

Hulo currently includes globally recognized humanitarian organizations such as:

The cooperative focuses on strengthening humanitarian aid delivery by improving logistics coordination, procurement systems, transportation initiatives, and digital tools.

Consultancy Focus: Supply Chain Digitalization Assessment

The selected consultant will lead a comprehensive needs and readiness assessment to evaluate how local and national humanitarian organizations can adopt digital supply chain management systems.

The consultancy forms part of the broader LINK V2 deployment project, which aims to modernize humanitarian supply chain operations globally.

The consultant will work closely with the hulo project lead to:

  • Design data collection methodologies
  • Conduct qualitative and quantitative research
  • Lead semi-structured interviews
  • Analyze survey findings
  • Develop actionable recommendations for LINK V2 improvements

This role is ideal for professionals experienced in humanitarian logistics, monitoring and evaluation, digital systems, or organizational assessments.

Key Responsibilities of the Consultant

The consultant will play a leading role in collecting and analyzing data from humanitarian organizations. Responsibilities include:

Needs Assessment Design

  • Developing interview guides and survey tools
  • Designing data collection frameworks
  • Supporting implementation planning with project teams

Data Collection and Analysis

  • Conducting interviews with local and national NGOs
  • Collecting structured qualitative and quantitative data
  • Identifying trends related to digital readiness and operational capacity
  • Producing evidence-based recommendations

Partner Coordination

  • Engaging participating organizations throughout the assessment
  • Coordinating meetings and communication processes
  • Ensuring effective collaboration among stakeholders

Reporting and Workshop Participation

  • Preparing a comprehensive final report
  • Delivering insights and recommendations
  • Supporting the final workshop presentation scheduled for late 2026

Deliverables Expected During the Consultancy

The consultancy includes several important deliverables over the July to November 2026 implementation period.

Expected outputs include:

  • A detailed assessment workplan
  • Needs assessment tools and templates
  • Data collection documentation
  • A final analytical report of at least 15 pages
  • Presentation materials for the final workshop

The assignment is expected to require approximately 20 working days over five months.

Qualifications and Skills Required

Hulo is seeking highly skilled consultants with strong expertise in research, humanitarian systems, and stakeholder engagement.

Preferred qualifications include:

  • Proven experience conducting needs assessments
  • Strong qualitative and quantitative research skills
  • Experience facilitating semi-structured interviews
  • Background working with NGOs or humanitarian organizations
  • Knowledge of supply chain management or digital systems
  • Strong English writing and communication skills

Additional language skills in Arabic or French are considered an advantage.
