About the Consultancy
The Gender Expert Consultant will play a key role in ensuring that gender equality and women’s empowerment are integrated throughout all aspects of the project. The consultant will support the implementation of the project’s Gender Action Plan and help ensure that women are meaningfully included in project activities, leadership structures, monitoring systems, and decision-making processes.
The role is designed for experienced professionals who have a strong background in gender mainstreaming, development programming, stakeholder engagement, and monitoring and evaluation systems.
Key Responsibilities
The selected consultant will undertake a variety of strategic and technical responsibilities aimed at strengthening gender integration across project activities.
Some of the major responsibilities include:
- Reviewing and operationalizing the project’s Gender Action Plan.
- Supporting the integration of gender considerations across all project components.
- Developing gender-responsive monitoring and evaluation frameworks.
- Strengthening fisheries information systems through gender-sensitive data collection approaches.
- Promoting women’s participation and leadership in project activities.
- Supporting gender-responsive fisheries management planning.
- Developing and delivering training programs on gender mainstreaming.
- Advising project teams and stakeholders on strategies to address barriers to women’s participation.
- Contributing to gender-sensitive communication and knowledge-sharing materials.
The consultant will work closely with project staff, fisheries institutions, community groups, and regional stakeholders to ensure that gender equality objectives are effectively implemented.
Expected Deliverables
Throughout the consultancy period, the successful candidate will be expected to produce several key outputs, including:
- An inception report outlining methodology and implementation plans.
- Refined gender mainstreaming tools and operational guidance.
- Gender training materials and capacity-building sessions.
- Gender-sensitive monitoring indicators and data collection tools.
- Documentation demonstrating increased participation of women in project processes.
- Communication products such as case studies and learning briefs.
- A final report summarizing achievements, lessons learned, and recommendations.
These deliverables will help ensure that gender equality remains a core component of project implementation and long-term impact.
Qualifications and Experience
WorldFish is seeking candidates with significant expertise in gender and development work.
Applicants should possess:
- A Master’s degree or higher in Gender Studies, Social Sciences, Development Studies, Fisheries, Aquaculture, Natural Resource Management, or a related field.
- At least 7–10 years of professional experience in gender mainstreaming within development projects.
- Experience integrating gender into monitoring and evaluation systems.
- Experience working with women-led and community-based organizations.
- Knowledge of fisheries, aquaculture, agriculture, or natural resource management sectors.
- Strong stakeholder engagement and facilitation skills.
- Experience working with international development partners and donor-funded projects.
Fluency in Arabic is highly desirable, while experience with GEF or FAO monitoring and learning systems is considered a strong advantage.
Contract Duration and Work Arrangement
The consultancy will initially run for 12 months, with the possibility of extension based on performance and project funding availability. The role is fully remote, allowing professionals from anywhere in the world to apply.
