Norwegian Refugee Council Seeks Information Management and Data Analysis Consultant for West and Central Africa – Apply by 22 July 2026
The Norwegian Refugee Council (NRC) is inviting applications from experienced data professionals for an Information Management and Data Analysis Consultant position supporting the Education Under Threat in West and Central Africa initiative. This short-term consultancy offers an excellent opportunity for specialists in humanitarian data analysis, information management, and visualization to contribute to evidence-based advocacy aimed at protecting education in conflict-affected regions.
The consultancy will support the development of the 2026 Education Under Attack in West and Central Africa Advocacy Brief, helping humanitarian partners present reliable data and compelling visual evidence to inform decision-makers and strengthen advocacy efforts across the region.
About the Consultancy
Across West and Central Africa, millions of children continue to face barriers to education due to armed conflict, insecurity, forced displacement, and attacks on schools. School closures and growing numbers of out-of-school children remain significant humanitarian challenges that require coordinated advocacy and policy responses.
To strengthen these efforts, NRC and its partners are producing a regional advocacy brief that will present updated data on:
- Attacks on education
- School closures caused by insecurity
- Children affected by school closures
- Out-of-school children
- Education funding gaps
The selected consultant will play a key role in ensuring that regional datasets are accurate, harmonized, and transformed into advocacy-ready information products.
Purpose of the Assignment
The consultancy focuses on transforming multiple country datasets into a reliable regional database that supports evidence-based advocacy.
The consultant will ensure that data are:
- Properly cleaned and standardized
- Consistent across countries and reporting sources
- Analysed to identify regional trends
- Presented through clear and impactful visualizations
The final analytical package will directly contribute to the regional advocacy brief and an Education in Emergencies (EiE) advocacy event scheduled to take place in Dakar in September 2026.
Key Responsibilities
The consultant will complete several technical tasks during the assignment.
1. Data Cleaning and Harmonisation
Responsibilities include:
- Reviewing all available datasets and source files
- Harmonising country names, ISO codes, and indicator definitions
- Checking consistency across reporting years
- Identifying duplicate records and missing values
- Producing a structured master dataset
- Documenting assumptions and data adjustments
2. Descriptive Data Analysis
The analysis will focus on identifying key humanitarian trends rather than conducting complex statistical modelling.
Areas of analysis include:
- Regional and country-level figures
- Trends between 2024, 2025, and 2026
- Countries most affected by attacks on education
- Relationships between displacement, school closures, and out-of-school children
- Education funding gaps
- Headline findings suitable for advocacy messaging
3. Data Visualisation and Mapping
The consultant will prepare publication-quality visual products, including:
- Trend graphs
- Country comparison charts
- School closure visualizations
- Out-of-school children graphics
- Funding gap charts
- One or two regional maps illustrating key education indicators
All outputs should be delivered in editable formats suitable for publication and presentations.
Expected Deliverables
The consultancy includes four primary deliverables.
Cleaned Master Dataset
The consultant will produce:
- A harmonized Excel database
- Standardized indicators
- Clearly labelled variables
Data Cleaning Note and Analytical Summary
This report will include:
- Documentation of data cleaning procedures
- Data limitations
- Harmonisation assumptions
- Key findings
- Country comparisons
- Five to ten advocacy-focused headline messages
Visualization Package
The consultant will provide:
- Five to eight publication-ready charts and graphs
- One to two regional maps
Final Presentation
The assignment concludes with a presentation covering:
- Major findings
- Advocacy messages
- Data limitations
- Recommended visual products for the advocacy brief
Duration of the Consultancy
The assignment requires approximately four working days between July and August 2026.
The work schedule includes:
- Initial dataset review and cleaning
- Preliminary analysis
- Final analysis
- Visualization development and project handover
Required Qualifications
Applicants should possess strong humanitarian data management experience.
Essential qualifications include:
- At least three years of experience in information management, humanitarian data analysis, or assessments
- Advanced Excel and data management skills
- Experience producing charts, graphs, and basic maps
- Ability to communicate data effectively for advocacy audiences
- Strong organizational skills and attention to detail
- Ability to meet tight deadlines
Desirable Experience
Candidates with the following experience will have an advantage:
- Education in Emergencies programming
- Humanitarian information management
- Education, displacement, or protection analysis
- GIS software such as QGIS or ArcGIS
Reporting and Coordination
The consultant will report directly to NRC’s Regional Advocacy Lead and work closely with designated focal points throughout the assignment.
The consultancy includes:
- One inception meeting
- Ongoing coordination as needed
- One final handover presentation
