Role Overview: Procurement Officer

The Procurement Officer plays a critical role in managing procurement processes within ACF. This includes overseeing the full Request for Proposals (RFP) lifecycle while ensuring compliance with internal policies and donor requirements.

Key Responsibilities

Procurement Execution & Operations

The Procurement Officer is responsible for managing and coordinating procurement activities, including:

  • Preparing and formatting RFP documents using approved templates
  • Managing RFQs, RFPs, and tender processes
  • Setting up procurement processes on digital systems
  • Advertising bids and handling bidder queries
  • Coordinating bid evaluations and panel meetings
  • Preparing evaluation reports and pricing analyses
  • Maintaining accurate procurement records

Additionally, the role ensures adherence to conflict of interest policies and supports due diligence and contract preparation.

Cost Control & Budget Management

To ensure financial efficiency, the Procurement Officer will:

  • Monitor procurement activities within approved budgets
  • Identify cost-saving opportunities

Compliance and Governance

Maintaining strong governance is a core function of the role. Responsibilities include:
