The Asian Disaster Preparedness Center (ADPC) is seeking a qualified Monitoring and Evaluation (M&E) Specialist to support a climate resilience project in Thailand. Project Overview

ADPC is collaborating with Thailand’s Department of Climate Change and Environment (DCCE) on a Green Climate Fund (GCF) Readiness Project titled:

“Enhancing Thailand’s Capacity for Climate Adaptation through Risk-informed Anticipatory Actions to Flood and Drought.”

This project aims to:

  • Strengthen disaster preparedness and response systems
  • Improve early warning mechanisms
  • Enhance climate resilience financing
  • Support key government agencies in planning and implementation

The M&E Specialist will play a central role in tracking progress and ensuring compliance with GCF reporting standards.

Key Responsibilities

The consultant will design and implement a robust M&E framework while supporting data-driven decision-making. Core responsibilities include:

  • Developing a comprehensive M&E plan
  • Monitoring project performance and analyzing data
  • Preparing Annual Performance Reports (APR) for GCF
  • Conducting training sessions for stakeholders
  • Integrating gender-sensitive indicators into frameworks
  • Leading baseline assessments and institutional capacity evaluations
  • Supporting interim and final project reporting

Expected Deliverables

The consultancy is structured around five key deliverables:

  1. Comprehensive M&E Plan (May 2026)
    • Performance Measurement Framework
    • Data Collection Plan
    • Indicator tracking aligned with GCF requirements
  2. Training & Reporting (June 2026)
    • Capacity-building sessions for stakeholders
    • Training documentation
  3. M&E Operational Toolkit (July 2026)
    • Survey tools and questionnaires
    • Reporting templates
    • Gender-disaggregated tracking systems
  4. Institutional Capacity Assessment (December 2026)
    • Baseline and end-line analysis
    • Identification of technical and resource gaps
  5. Final Evaluation Report (June 2027)
    • Lessons learned
    • Best practices
    • Project impact assessment

Qualifications and Requirements

Candidates must demonstrate strong expertise in monitoring and evaluation within climate or development sectors.

Essential qualifications include:

  • Minimum 5 years of experience in M&E for large-scale projects
  • Strong understanding of GCF frameworks and Theory of Change methodologies
  • Bachelor’s degree in a relevant field (Master’s preferred)
  • Proven experience in technical reporting for international climate funds
  • Excellent English communication skills

Preferred qualifications:

  • Experience working with Thai government agencies
  • Fluency in Thai

Work Arrangement and Duration

  • Duty Station: Home-based
  • Travel: Occasional travel to Bangkok and stakeholder locations
  • Duration: May 2026 – July 2027

All official travel costs will be covered by ADPC in accordance with its policies.

Payments will be made upon successful completion of each deliverable:

  • May 2026 – M&E Plan
  • June 2026 – Training delivery
  • July 2026 – Toolkit development
  • December 2026 – Capacity assessment
  • June 2027 – Final evaluation
