ADPC Seeks Consultant to Develop Flood Water Rescue Training Curriculum and Package|Closing Date 03 Sept 2026

The Asian Disaster Preparedness Center (ADPC) is inviting applications from an experienced professional to serve as a Consultant for the Development of a Competency-Based Training Curriculum and Training Package for Flood Water Rescue (FWR). This consultancy offers an opportunity for a disaster-management and emergency-response specialist to contribute to strengthening the operational training capacity of India’s National Disaster Response Force (NDRF).

The assignment is being implemented under the Institutional Strengthening through Preparedness and Inclusive Response in India (INSPIRE) Program, a collaborative initiative involving ADPC, the National Disaster Management Authority (NDMA), NDRF and state institutions in Odisha, Gujarat and Kerala.

About the Consultancy

ADPC is an international organization focused on disaster risk reduction and climate resilience across Asia and the Pacific. Through its Preparedness and Climate Actions Department, the organization works with governments, communities, humanitarian organizations and other stakeholders to strengthen disaster preparedness and response systems.

Under the INSPIRE Program, ADPC is seeking a consultant with specialized expertise in flood water rescue, competency-based curriculum development and operational training systems.

The successful consultant will develop a comprehensive Flood Water Rescue curriculum and prototype training package designed to support operational training within the NDRF Academy and related institutions.

The consultancy is home-based, with possible travel to partner institutions as required, and is structured as a lump-sum contract. The assignment runs for approximately six months, with the stated contract period extending from 15 June to 15 November 2026.

Key Responsibilities

The consultant will work closely with ADPC technical leads, NDRF trainers, operational experts and the Technical Curriculum Working Group to ensure that the training materials are practical, technically sound and relevant to real-world rescue operations.

A major responsibility will be developing a competency-based FWR curriculum framework. This will include identifying learning outcomes, defining competency levels, structuring training modules and establishing appropriate instructional and assessment methodologies.

The consultant will also recommend an appropriate balance between classroom learning, self-paced online education, technology-enabled learning, simulation exercises and practical field training.

The practical training component is particularly important. Where dedicated swift-water training facilities are unavailable, the curriculum must provide guidance for conducting exercises in suitable rivers, dams, reservoirs, canals and other approved water environments, subject to appropriate safety and risk-management requirements.

Development of Training Materials

The consultant will develop a comprehensive training package that can be used by NDRF trainers and training institutions.

Key materials will include a Facilitator Guide, providing session-by-session guidance, learning objectives, instructional methods, practical exercise procedures and safety considerations.

A Participant Workbook will also be developed, containing learning summaries, technical illustrations, operational checklists, practical exercises and recommended resources.

The assignment further requires a Training Slide Deck, an Exercise and Simulation Guide, competency-based assessment tools and a consolidated Reference and Resource Compendium.

Assessment tools will include pre-training and post-training assessments, written tests, quizzes, practical skills checklists, competency verification tools and after-action review templates.

Training Facilities and Simulation Infrastructure

Another important component of the consultancy involves providing technical recommendations for future FWR training infrastructure at the proposed NDRF Training Academy in Nagpur.

The consultant will advise on requirements for swift-water rescue simulation areas, flood rescue zones, boat-handling areas, rope-rescue integration zones, water-survival training and victim-recovery exercises.

Recommendations will also cover equipment requirements, instructor-to-participant ratios, safety measures, risk management and operational realism.

The consultant will not be responsible for architectural design or construction. Instead, their expertise will inform the facility-design process by identifying the operational and training requirements needed for effective flood and water rescue education.

Who Can Apply?

This opportunity is aimed at a highly experienced emergency-response and training professional.

Applicants should possess an advanced degree in disaster management, emergency management, water rescue operations, public safety or a related discipline. Candidates are expected to have at least 10 years of professional experience in emergency-response training and curriculum development.

Demonstrated experience in flood water rescue or swift-water rescue operations is essential. Applicants should also have experience developing competency-based curricula, facilitator guides, participant manuals, assessment systems and simulation exercises.

Experience working with government agencies, emergency-response organizations, military or paramilitary institutions, or civil-protection bodies will be valuable.

Strong technical writing, instructional design and facilitation skills are also required.

Application Process

Interested candidates are required to submit an ADPC application form, financial proposal, resume, copies of degrees or certificates and a cover letter.

The application deadline is 3 September 2026.

Why This Opportunity Matters

Flooding continues to create significant risks for communities and emergency responders, making effective rescue preparedness increasingly important. This consultancy provides an opportunity for a highly experienced specialist to help establish a structured, practical and internationally informed training system for flood water rescue.

By combining competency-based education, simulation, technology-enabled learning and practical field exercises, the resulting training package could contribute to stronger institutional preparedness and more effective emergency response.

Professionals with extensive experience in flood rescue, emergency response, disaster management, instructional design and operational training should consider this consultancy as an opportunity to contribute their expertise to a major disaster-preparedness initiative in India.
