Join a Regional Emergency Response Roster Supporting Outbreak Preparedness and Health Security
The Asian Disaster Preparedness Center (ADPC) is inviting applications for its Regional Rapid Outbreak Response Roster, creating a pool of technical and operational experts who can be rapidly deployed to support governments responding to infectious disease outbreaks across Asia and the Pacific.
This consultancy-based opportunity is ideal for experienced professionals in public health, emergency response, disaster management, knowledge management, epidemiology, logistics, monitoring and evaluation, digital health and other specialist fields. Applications for the initial intake close on 6 August 2026.

Asian Disaster Preparedness Center is an autonomous international organisation established in 1986 to strengthen disaster risk reduction and climate resilience across Asia and the Pacific.
The organisation supports governments and partners through technical expertise, capacity building, emergency preparedness, climate resilience and disaster risk management initiatives. About the Regional Rapid Outbreak Response Roster
The roster is being established to strengthen government-led preparedness and rapid responses to emerging and re-emerging infectious disease threats.
Successful applicants will join a pre-qualified pool of experts available for short-notice assignments supporting outbreak preparedness, emergency operations and institutional strengthening across participating countries in Asia and the Pacific.

Roster A – Operational Response Profiles
Expertise areas include:
- Incident Management and Emergency Operations Centres
- Field Epidemiology and Disease Surveillance
- Laboratory Systems and Genomic Surveillance
- Infection Prevention and Clinical Case Management
- Risk Communication and Community Engagement
- Environmental Health, WASH and Vector Control

Roster B – Technical Assistance Profiles
Specialist areas include:
- Simulation Exercises and Capacity Development

- Regional Partnerships and Health Diplomacy
- Knowledge Management, Learning and Advocacy
Responsibilities
Depending on the assignment, selected experts may:
- Provide technical or operational advice.
- Support governments during outbreak preparedness and response.
- Coordinate with national authorities and development partners.
- Produce evidence-based technical deliverables.
- Deliver mentoring and capacity-building activities.
- Identify operational, safeguarding and data protection risks.
- Contribute to monitoring, learning and transition activities.
Qualifications
The roster includes two experience tracks.
Senior Track
Applicants should have:
- An advanced university degree (or a bachelor’s degree with additional relevant experience for eligible roles).
- At least 10 years of relevant professional experience.
- A minimum of 5 years supporting health emergencies, outbreaks or disaster response.
- Experience working with government institutions.
- Multi-country or regional experience in Asia is desirable.
- Strong English communication and report-writing skills.
- Availability for remote work and short-notice deployments.
Practitioner Track
Applicants should have:
- A university degree or recognised professional qualification.
- At least 4 years of relevant professional experience.
- Two years of outbreak or emergency response experience.
- Field deployment experience.
- Working knowledge of English.
- Availability for rapid deployment to remote and border locations.
Duty Station and Deployment
Assignments may be:
- Home-based.
- Based at ADPC headquarters.
- Located within programme countries across Asia.
Successful experts deployed on official missions will receive travel-related support, including transportation, accommodation and daily subsistence allowances in accordance with ADPC policies. Assignment durations will vary depending on operational requirements.
