Consultancy Opportunity: Meta Evaluation of ActionAid International’s Humanitarian Signature

A meta evaluation is necessary to assess how AAI’s humanitarian signature has been implemented across different contexts, its efficiency and effectiveness in achieving intended objectives, challenges/gaps in its implementation, as well as exploring actionable opportunities for adaptation and strengthening. Specifically, the evaluation will:
- Document how country programmes, partners, and global units have interpreted and embedded the signature’s principles in practice.
- Assess the effectiveness of each signature element in strengthening humanitarian response, resilience, and rights-based programming, highlighting examples of innovation and good practice.
- Identify challenges, barriers, and contextual limitations in operationalizing the signature across humanitarian-development-peace (HDP) linkages.
- Explore key lessons learned, capacity-building efforts, and innovations that have emerged through implementation.
- Examine how the signature has contributed to ActionAid’s fundraising, partnerships, influencing, and external visibility.
- Generate actionable recommendations to enhance integration, institutionalization, and adaptation of the signature in future humanitarian and resilience programming.Expected Deliverables:The consultant(s) will be expected to deliver the following outputs as part of this assignment:
- Inception Report detailing methodology, tools, and workplan.
- Draft Evaluation Reports (x2) synthesising all findings and insights.
- 2 virtual Validation Workshops, presenting and validating preliminary and final findings.
- Final Evaluation Report (approx. 25–30 pages) with all relevant headings.
