The International Rescue Committee (IRC) is seeking an experienced humanitarian security professional to join its Emergency Response Team (ERT) as a Humanitarian Access, Safety and Security Coordinator. This global role is designed for professionals with expertise in humanitarian access, security management, emergency response, and staff safety in complex crisis environments.

About the Role

The Emergency Response Team (ERT) forms part of the IRC’s Emergency Unit (EmU), which leads global emergency preparedness and rapid humanitarian response to sudden-onset disasters, armed conflicts, and other high-risk crises.

As the ERT Humanitarian Access, Safety and Security Coordinator, you will deploy to emergency operations approximately 65% of the year, supporting country programmes and new emergency responses. Team members must be prepared to deploy anywhere in the world within 72 hours of notification.

The role focuses on enabling safe, principled humanitarian access while protecting IRC staff, partners, and operations in volatile environments.

Key Responsibilities

The successful candidate will play a critical role in strengthening humanitarian access and security across IRC emergency responses. Key responsibilities include:

• Leading humanitarian access, safety, and security risk assessments.
• Developing security and access strategies for emergency programmes.
• Supporting emergency response leadership with security planning and decision-making.
• Building relationships with local authorities, communities, and humanitarian stakeholders.
• Producing security analysis, incident reports, and travel advisories.
• Managing emergency communication systems, including VHF, HF, and satellite communications.
• Supporting critical incident management during major emergencies.
• Integrating security planning into programme proposals and operational budgets.
• Ensuring effective handover of security systems to long-term country teams.
• Monitoring trends through IRC’s SHIELD incident reporting system.

Learning, Capacity Building and Partnerships

Beyond emergency deployments, the coordinator will strengthen IRC’s global humanitarian security capacity by:

• Delivering humanitarian access and security training.
• Facilitating crisis management and negotiation workshops.
• Supporting scenario planning and emergency preparedness exercises.
• Developing technical guidance, tools, and learning resources.
• Strengthening security systems for local implementing partners.
• Promoting collaboration across IRC country offices and emergency teams.

Required Qualifications

IRC is seeking candidates with substantial experience managing humanitarian security in complex operating environments.

Applicants should have:

• Approximately 6 years of NGO or humanitarian experience in humanitarian access, safety, and security.
• Experience working in complex emergencies and conflict settings.
• Ability to deploy internationally within 72 hours for assignments lasting 6–12 weeks.
• Strong understanding of humanitarian principles and NGO operations.
• Experience conducting security analysis and providing strategic briefings.
• Knowledge of gender-sensitive security management.
• Experience delivering training and capacity strengthening.
• Advanced knowledge of communication technologies, including:
  • VHF radio systems
  • HF radio systems
  • Satellite communications
  • Mobile communication platforms
• Excellent relationship management and stakeholder engagement skills.

Language Requirements

Applicants must demonstrate:

• Fluency in English
• Fluency in French

Knowledge of Arabic or Spanish is considered an advantage.
