ACAPS is Seeking Senior Consultants – Environment and Climate Change. Apply Before 17 February 2026

ACAPS is expanding its Consultant Roster for Environment and Climate Change as part of a new phase in its development as an independent organisation based in the Netherlands. This opportunity is designed for senior consultants and subject-matter experts with strong humanitarian analytical experience or advanced technical expertise in climate- and environment-related risks.

The roster aims to strengthen ACAPS’ ability to draw on diverse perspectives, specialised skills, and global expertise to support high-quality humanitarian analysis. Selected consultants will contribute on a freelance, part-time, and primarily remote basis, with assignments defined according to evolving organisational needs.

Organisational Context

ACAPS is an independent humanitarian analysis organisation that supports evidence-based decision-making in crises. Working with a wide range of partners, ACAPS transforms complex data into clear, actionable insights that help humanitarian actors prioritise needs, allocate resources, and design effective responses.

As the organisation enters a new chapter of institutional growth, it is actively seeking experienced professionals who are motivated to help build systems, contribute to innovation, and strengthen analytical capacity across humanitarian and climate-related domains.

Area of Expertise: Environment and Climate Change

The Environment and Climate Change roster is intended for consultants with advanced knowledge and experience related to climate-related humanitarian risks and impacts.

Relevant expertise includes:

  • Climate-related hazards and risk analysis
  • Humanitarian impact analysis linked to environmental change
  • Sudden-onset events such as earthquakes, floods, and droughts
  • Slow-onset climate risks and compounding vulnerabilities
  • Internal displacement linked to climate and environmental hazards
  • Methodological approaches to climate security and environmental analysis

Consultants are expected to contribute to ACAPS-style analytical products. Examples of these outputs are publicly available on the ACAPS website and reflect the organisation’s standards for clarity, rigour, and independence.

Type of Assignments

Consultants selected for the roster may be engaged for a range of assignments, depending on organisational priorities and emerging humanitarian contexts.

One-Off Support

  • Short-term contributions lasting from a few hours to several days
  • Examples include document reviews, expert peer input, or delivery of a single training session

Short-Term Support

  • Time-bound engagements typically ranging from several weeks up to three months
  • Examples include contributing to proposal design, producing a series of analytical outputs, or supporting short-term capacity-building initiatives

All consultants are expected to work in line with ACAPS ways of working and quality standards, including adherence to editorial guidelines, methodological approaches, and product typologies.

Contractual Arrangements

Roster consultants will be issued a 12-month Service Agreement with ACAPS Stichting, the Netherlands-based legal entity of ACAPS.

Key contractual elements include:

  • Home-based consultancy as standard, with travel required only for specific assignments
  • Individual Scopes of Work (SoW) defining outputs, timelines, daily rates, and deliverables
  • Flexibility for consultants to accept or decline assignments
  • No guarantee of work volume for roster members
  • Mandatory compliance with ACAPS Terms and Conditions and Code of Conduct
  • Requirement for consultants to maintain appropriate professional insurance coverage

Fee Structure

ACAPS applies a transparent fee framework based on market analysis and project budget considerations.

Indicative daily fee range:

  • EUR 300–500 per day, excluding VAT

The exact rate for each assignment will be defined in the Scope of Work and communicated clearly before agreement. ACAPS reserves the right to adjust the fee scale and will inform roster members of any changes in advance.

Consultant Profile and Selection Criteria

Proposals will be assessed based on demonstrated expertise and alignment with ACAPS’ analytical needs. Evaluation criteria include:

  • Technical expertise in climate, environment, and humanitarian analysis
  • Humanitarian sector experience, particularly in analytical or advisory roles
  • Familiarity with ACAPS, including prior collaboration or demonstrated understanding of its methodologies
  • Cost alignment, with proposed daily rates falling within the stated range

Application Process

Interested consultants must submit a proposal no later than 17 February 2026 via the designated application form.

Required submission elements include:

  • CV or portfolio uploaded under the “CV” category
  • A proposal (maximum three pages, excluding annexes) uploaded under the “Other” category, detailing:
    • Relevant expertise and experience
    • Examples of comparable assignments
    • Proposed daily rate in euros (excluding VAT)
    • Contact details for at least two professional references
  • Annexes with work samples or case studies, where relevant

Applicants may apply to multiple areas of expertise by submitting separate application forms. A combined proposal covering multiple areas may be submitted, with a maximum length of five pages.

Selection for the roster does not guarantee assignments, and inclusion does not obligate consultants to accept work. All selected consultants will undergo ACAPS’ standard vetting and verification procedures.
