5 Home-Based Consultancies with the Inter-Parliamentary Union (IPU): Apply Now!

The Inter-Parliamentary Union (IPU) has announced five home-based consultancy opportunities aimed at strengthening parliamentary systems, governance mechanisms, and inclusive democratic processes.
All consultancies share a common closing date of 19 December 2025. Each assignment focuses on a specialized area of parliamentary development, offering experienced professionals the opportunity to support legislative institutions particularly in the Pacific region in advancing effectiveness, autonomy, gender responsiveness, and alignment with the Sustainable Development Goals (SDGs).
1. Consultancy to Support Four Pacific Parliaments in Improving Internal ICT Governance Systems
Objective
To assist four Pacific parliaments in enhancing their internal Information and Communication Technology (ICT) governance frameworks, ensuring systems are modern, secure, and aligned with global parliamentary standards.
Key Responsibilities
- Assess existing ICT infrastructure and governance practices.
- Recommend improvements for digital security, data management, and operational efficiency.
- Develop ICT governance guidelines tailored to each parliament.
- Provide remote mentoring and capacity-building for parliamentary ICT staff.
Expected Outcomes
- Strengthened digital resilience and cybersecurity practices.
- Updated ICT policies supporting transparent and efficient parliamentary operations.
2. Consultancy: Evaluating the Preparedness of Parliaments to Engage with the SDGs
Objective
To evaluate how effectively selected parliaments integrate and oversee the 2030 Agenda for Sustainable Development within legislative processes, oversight mechanisms, and institutional strategies.
Key Responsibilities
- Conduct a readiness assessment of parliamentary engagement with the SDGs.
- Review institutional structures for SDG monitoring and reporting.
- Identify gaps hindering SDG implementation or oversight.
- Produce a comprehensive evaluation report with actionable recommendations.
Expected Outcomes
- A clear understanding of each parliament’s SDG readiness level.
- Strengthened frameworks enabling parliaments to support national SDG commitments.
3. Consultant to Support Effective Service Delivery Systems and Sustainable Training Solutions
Objective
To enhance the efficiency of parliamentary service delivery and develop sustainable training systems that support long-term institutional capacity.
Key Responsibilities
- Review current service delivery mechanisms within parliamentary administrations.
- Identify operational bottlenecks and propose improvements.
- Design training frameworks that can be continuously implemented by parliaments.
- Develop learning modules and remote training plans for staff.
Expected Outcomes
- Improved administrative efficiency and streamlined workflow processes.

4. Consultant on Parliamentary Autonomy
Objective
To strengthen the legal, administrative, and financial autonomy of selected parliaments, ensuring their independence and ability to function effectively without undue external influence.
Key Responsibilities
- Review the legal frameworks governing parliamentary independence.
- Assess administrative and budgetary autonomy.
- Propose reforms that enhance institutional self-governance.
- Draft recommendations aligned with international parliamentary standards.

5. Consultancy: Evaluating the Level of Gender Sensitivity in Two Pacific Parliaments
Objective
To assess the extent to which two Pacific parliaments integrate gender sensitivity into their policies, operations, and workplace culture.
Key Responsibilities
- Conduct gender-sensitivity assessments using recognized parliamentary gender evaluation tools.
- Review parliamentary procedures, human-resource practices, and legislative outputs from a gender-responsiveness perspective.
- Consult with MPs, staff, and relevant stakeholders.
- Produce reports highlighting strengths, gaps, and recommended interventions.
Expected Outcomes
- Detailed gender-sensitivity profiles for each parliament.
- Prioritized actions to promote inclusive, gender-responsive parliamentary environments.
