2026 Winter Term Applications Now Open for the U.S. Embassy’s OPEN Program: Fully Funded Virtual Program

The U.S. Embassy in Phnom Penh has officially opened applications for the 2026 Winter Term of the Online Professional English Network (OPEN) Program, inviting Cambodian English language teaching professionals to compete for a new round of prestigious scholarships.
Running from January 13 to March 9, 2026, the Winter Term promises an enriching, globally connected learning experience designed to strengthen professional skills and enhance English language education in Cambodia.
The OPEN Program—developed by leading U.S. educational institutions—offers eight-week, university-level online courses tailored specifically for English language teachers and educators around the world. For the Winter Term, Cambodian professionals who meet the eligibility criteria are encouraged to apply for one of ten Global Online Courses (GOCs). Each course is designed to provide practical knowledge, innovative teaching strategies, and exposure to international best practices in the field of English language instruction.
This term, the Embassy has identified “English as a Medium of Instruction (EMI)” as its priority course. EMI has become increasingly important as more institutions across the region adopt English to deliver academic content. The selected course aims to strengthen educators’ ability to teach effectively in English while maintaining clarity, accessibility, and learner engagement. Participants can expect to explore core pedagogical principles, classroom strategies, and real-world applications that support EMI environments.
In addition to the Global Online Courses, the Winter Term will also include the Virtual Exchanges Program, an interactive learning opportunity that connects participants with peers around the world. This program features six weeks of partner-facilitated collaborative activities, preceded by an orientation module and followed by a one-week catch-up period. It is designed to foster cross-cultural understanding, build digital communication skills, and encourage professional collaboration across borders.
Altogether, the Embassy will award up to 11 scholarships for Cambodian applicants in Winter 2026. Selected participants will gain access to high-quality instruction, a global network of educators, and practical tools they can bring back to their institutions and classrooms. Completion of an OPEN course also provides participants with a certificate issued by a U.S. university—an impressive credential that can support future professional growth.
